Definition

The County of Santa Cruz is recruiting for an Assistant Public Works Superintendent for the Sanitation and Solid Waste divisions. Positions in this class manage one of the four divisions in the Department of Public Works which are: Road Repair and Maintenance, Sanitation, Fleet Services, and Solid Waste. The current vacancies are in the Sanitation and Solid Waste divisions.

THE JOB: Under direction, assist in the planning and supervision of the Sanitation or Solid Waste Divisions' activities and facilities; review and determine work priorities and staff assignments; through subordinate supervisors, direct work crews performing routine maintenance and emergency repair work; prepare cost estimates of labor and materials; assist in developing contract specifications for equipment and services; requisition materials and supplies; work with the Superintendent or Manager to train, evaluate and monitor the work performance of subordinate supervisors; coordinate work with subordinate supervisors, County engineers and other State and local agencies; review, establish, initiate and monitor safety and training requirements and procedures for personnel and equipment; review and investigate accidents; respond to hazardous waste spills; respond to public inquiries and complaints; assist in the preparation and administration of the operating budget; and, act in the absence of the Superintendent, Manager or others; and perform other duties as required. The list established from this recruitment will be used to fill the current and future vacancies in these subject areas during the life of the eligible list.

Additional tasks performed by Sanitation assignment: Assist the Sanitation Superintendent in the planning, coordination and evaluation of the operation and maintenance of water and wastewater treatment plants, pumping and lift stations, wastewater collection and transmission lines and related facilities providing service to sanitation districts and service areas throughout the County; review and inspect facilities and identify existing and potential problems; and direct work crews in the performance of sanitation operations.

Additional tasks performed by Disposal Site assignment: Assist the Public Works Manager-Disposal Site in the planning, coordination and evaluation of the operation and maintenance of the refuse transfer station and refuse land filling; plan heavy equipment repairs and equipment specifications; supervise recycling programs and related facilities and activities; and direct work crews performing landfill operations.

Distinguishing Characteristics

THE REQUIREMENTS: Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:

  • Four years of experience in one or more of the following: road repair, road construction, operation and maintenance of water and sewage treatment plants, maintenance of transmission facilities, collection system maintenance, operation and maintenance of refuse transfer stations or refuse landfill facilities.

  • At least two years of the qualifying experience must have included supervisory responsibilities.

Special Requirements, Conditions:

All assignments:

  • Possession of a valid California Class C Driver License.

  • Availability to work irregular hours, including responding to twenty-four hour emergency call.

Sanitation assignment:

  • Within three years of employment must possess all of the following: a Grade I or higher Collection System Maintenance Certificate and a Grade I or higher Mechanical Technologist Certificate, both issued by the California Water Pollution Control Association, and a Grade I or higher Water Treatment Plant Operator Certification issued by the State of California Department of Health Services.

  • Exposure to cramped spaces and electrical hazards.

Disposal Site assignment:

  • Manager of Landfill Operations Certificate issued by the Solid Waste Association of North America within one year of employment. (If the examination for certification is not administered within this time frame, this period will be extended to the next examination administration.)  

Special Working Conditions: All assignments: Exposure to variable temperatures and weather conditions; heights; high levels of noise; strong, unpleasant odors; infections which might cause chronic disease or death; and the possibility of experiencing burns, bodily injury, exposure to non-ionizing radiation, and contact with toxic substances or chemical irritants.

Benefits

EMPLOYEE BENEFITS: 
VACATION – 16 days 1st  year, increasing to 31 days per year after 15 years  service. Available after 1 year service.
ADMINISTRATIVE LEAVE – One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS – 12.5 paid holidays per year.
SICK LEAVE – Six days per year; after 6 months.
BEREAVEMENT LEAVE – 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN – The County contracts with PERS for a variety of medical plans. For most plans, County contributions pay a majority of the premiums for employees and dependents.
DENTAL PLAN – County pays for employee and dependent coverage.
VISION PLAN – County pays for employee coverage. Employee may purchase dependent coverage.
RETIREMENT AND SOCIAL SECURITY – Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years.  County pays a portion of retirement contribution and participates in Social Security. 
LIFE INSURANCE – County paid $50,000 term policy. Employee may purchase additional life insurance. 
LONG TERM DISABILITY PLAN – Plan pays 66 2/3% of the first $13,500, up to $9,000 per month maximum. DEPENDENT-CARE PLAN – Employees who make contributions for child or dependent care may elect to have their contributions made utilizing “pre-tax dollars.”
H-CARE PLAN – Employees who pay a County medical premium share of cost may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) – Employees may elect this pre-tax program to cover qualifying health care expenses.
FLEXIBLE HEALTH ALLOWANCE (FHA) – A portion of the County’s contribution to employee health insurance that allows employees to have health plan purchase options. Employees who are enrolled in a County medical plan can participate in this program.
DEFERRED COMPENSATION – A deferred compensation plan is available to employees.
AUTOMATIC CHECK DEPOSIT – Required for all employees in this bargaining unit.

If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental application. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental application. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
