WORKFORCE INVESTMENT BOARD DIRECTOR  
The Workforce Investment Director is responsible for planning, organizing, directing, coordinating and evaluating Workforce Investment Board (WIB) activities. This is a single position classification reporting to the Department Director and accountable to the Workforce Investment Board for policy and statutory oversight consistent with the Workforce Investment Act. The incumbent develops strategies and policies on workforce development issues; works with WIB and subcommittees to develop performance goals for the local area and the negotiation of those goals with the State officials; manages the WIBs budget and implements expenditure authority, prepares and presents budget recommendations and modifications for the entire WIA allocations to the Board, develops measures of outcomes and financial performance and ensures federal and state requirements are met; collaborates with regional partners to develop regional workforce development policies; represents the WIB to the private sector and assists with the cultivation and recruitment of private sector decision makers for involvement in WIB activities; prepares proposals and seeks alternative funding to support the programs, goals and objectives of the WIB; provides oversight, monitoring and evaluation of operators, service providers, training providers and other entities that become part of the One-Stop delivery system; provides staff support for all WIB board and council meetings and recruit and select all administrative staff who directly provide support to the WIB; links workforce development with economic development and may supervise economic development activities. The ideal candidate will posses knowledge of occupation data and labor market trends and have some familiarity with economic development principles and practices. The ideal candidate should be comfortable working with employers, business leaders and Chambers of Commerce.

THE COUNTY OF SANTA CRUZ  
Santa Cruz County has approximately 260,000 residents and is situated in the northern area of Monterey Bay, 70 miles south of San Francisco and 35 miles southwest of the Silicon Valley. The County’s natural beauty is apparent in its pristine beaches, lush redwood forests, and rich farmland. It has an ideal Mediterranean climate with low humidity and 300 days of sunshine a year. Its unique shops and restaurants, coupled with a multitude of cultural and recreational activities, including theatre, music, art as well as golfing, surfing, hiking, and biking, offer a wealth of leisure activities. Higher education includes Cabrillo College and the University of California, Santa Cruz, with two additional State Universities less than an hour’s drive away. These elements of high quality living make Santa Cruz County one of California’s most desirable living areas.  

Employment Standards

SUMMARY OF QUALIFICATIONS  
Any combination of training or experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain these would be: Two years of responsible administrative or management experience which would demonstrate application or possession of the required knowledges and abilities listed below. A Masters Degree in Business, Public Administration, Social Services or Social Work, or closely related field, may be substituted for one year of the required experience.

Special Requirements: Possession of a valid California Class C Driver License or the employee must be able to provide suitable transportation which is approved by the appointing authority.

Knowledge: Thorough knowledge of the Workforce Investment Act, Job Training Partnership Act and Department of Labor funded programs; goals and objectives of workforce development, including the One-Stop Career Center system.  Working knowledge of the workforce development objectives of the CalWORKS program; federal and state laws, rules and regulations as they pertain to workforce activities with other community or governmental partners; the principles and practices of supervision, training and personnel management; principles and practices of public administration; program planning, administration, coordination and evaluation; budgeting and fiscal controls; grant proposal writing and legislative processes related to developing funding sources. Some knowledge of local government organization and operations and of the inter-relationships between County, Federal and State government and community organizations; community needs and public and private community resources; and  current developments and trends in workforce development.

Ability to: Work effectively with departmental staff, elected and appointed officials, other government employees and community based organizations and the general public; plan, direct and evaluate the work of staff; manage complex multi-funded financial systems; administer a performance and fiscal monitoring program of contractors; understand, interpret and implement complex policies and federal and state regulations; communicate effectively both verbally and in writing; exercise initiative, ingenuity and sound judgement to solve difficult administrative issues; evaluate programs; train and orient staff; develop, negotiate and monitor funding sources; physically and mentally capable of performing the positions essential functions as summarized under the typical tasks section of the job classification specification.

Benefits


Medical, Dental, and Vision
Medical coverage is available through CALPERS with the County paying a majority portion of the cost for the employee and dependents. The cost of the dental plan is entirely County-paid for employees and dependents. The County pays for the cost of an employee vision plan and the employee may purchase dependent coverage.

Retirement and Social Security
PERS 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013 (PEPRA).  Pension benefit determined by final average compensation of three years.  County pays a portion of the retirement contribution and participates in Social Security.

Life Insurance and Long-Term Disability Plan
County paid $50,000 term life insurance policy. Employees may purchase additional life insurance. The County pays for a long term disability plan that pays 66⅔ % of the first $13,500, up to $9,000 per month maximum benefits.

*You may be required to compete in any combination of written, oral, performance examination or a competitive evaluation of training and experience as described on your application and supplemental application. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental application.
