The Department of Health and Human Services (Human Services Division) located in Rocklin is seeking 1 Full-Time/Permanent Staff Services Analyst I or II. Primary responsibilities will include but are not limited to the following: Developing and Implementing continuous changes to Medi-Cal Program processes; Monitoring federal and state regulations impacting the Medi-Cal program and CalWIN automation conference calls; Translating federal, state, and CalWIN guidance to clearly communicate changes with appropriate staff; Disseminating various case reports on a regular basis to the appropriate staff and process new and unanticipated reports on a periodic basis; Tracking data and developing resolutions for revised direction on how to implement program procedures; Supporting program staff, recommending program improvements, and leading workgroup efforts; Coordinating program oversite with program manager and trainer; Facilitating monthly program meetings with program supervisors; Collaborating with other human services programs to improve cross program process; Representing the Medi-Cal program as a liaison with the California Welfare Director Association, California Department of Health Care Services, CalWIN representatives, and other county departments and outside agencies.

The eligible list established from this recruitment may be used to fill both open and promotional vacancies in various County departments as they arise.
Temporary/Extra Help assignments are limited to working 28 hours per week with a cap of 999 hours or 960 hours for CalPERS retired annuitants in a fiscal year and are not eligible for benefits. Extra-help appointments made from this eligible list may transition to permanent status, should vacancies arise.
NOTE: Tahoe Branch Assignment - Salary plus additional $775 per month Tahoe Branch Assignment Premium for employees who demonstrate and certify residency in the Tahoe basin.
To perform difficult and complex administrative studies related to the organization and operation of assigned County departments, divisions or programs and to assist in the formulation and implementation of administrative policies and procedures.
This is a full journey level class within the Staff Services Analyst series. This class is distinguished from the Staff Services Analyst I by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
This class is distinguished from the Senior Staff Services Analyst in that the latter receives general direction from departmental management, coordinates work studies across program areas and may have program responsibility, and may exercise direct supervision over professional staff.
This class is distinguished from the Administrative Services Officer series in that the latter has responsibility for implementing and maintaining the budget process and fiscal recordkeeping and reporting operations with day-to-day oversight and participation in fiscal/accounting and budget preparation/monitoring activities for assigned department/division.
Receives direction from supervisory and management staff of assigned work unit/department and may receive technical and functional supervision from professional staff.
Exercises direct supervision over technical and clerical staff. May exercise technical and functional supervision over professional staff.

Experience: Two years of increasingly responsible work experience conducting detailed analysis requiring the preparation and submission of findings with recommendations.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration, government, political or social science or a related field.
Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.
NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.
License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
