Introduction

Placer County is conducting a multi-level recruitment for Management Analyst - I, Management Analyst - II, and/or Management Analyst - Senior to fill two vacancies within the County Executive Office. These positions may be filled at any level. The vacancies exist in the following areas:

Land Use/Finance: The ideal candidate will possess experience with project management, land use, infrastructure finance, public service delivery, and budget management. Specific duties may include assisting or leading the following efforts: creating and/or reviewing fiscal impact analyses and infrastructure financing plans; drafting and negotiating Development Agreements; reviewing, drafting, and/or implementing fee programs; forming and implementing Community Facilities Districts; and assisting with tax share negotiations.

Public Safety/Health and Human Services: The ideal candidate will possess experience with policy and budget analysis supporting a public safety office, health and human services, and/or social services departments.

DEFINITION

Management Analyst - I/II

To act as an analytical resource in support of assigned County departments in the budget review, analysis, monitoring process; to serve as the liaison between the County Executive Office and assigned departments; to support assigned departments in strategic planning, organizational and policy review, staffing considerations and other assigned projects by providing research, guidance, and tactical advice; to conduct research and analysis for County-wide programs and special projects; and to act as a positive and effective team member.

Management Analyst - Senior

To act as a lead in the performance of administrative/analytical functions related to the preparation, review and analysis of budgets, organizational systems, and policy and procedure studies in support of assigned department(s); to serve as subject matter expert in specific area(s) of government operations; to plan, direct, and oversee projects and programs with others as a positive and effective member of the team.

DISTINGUISHING CHARACTERISTICS

The Management Analyst job series represents professional positions responsible for establishing, maintaining, and monitoring a variety of administrative policies, budget and fiscal processes, and organizational and legislative issues on a County-wide basis as well as providing a liaison with and support to departments as a representative of the County Executive Office.  Positions within this job series are exclusive to allocation within the County Executive Office. 

Management Analyst - I 

This is the entry-level class in the Management Analyst series.  This class is distinguished from the journey by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  While this class is typically used as a training class relative to the County Civil Service System, employees are required to have professional level and related work experience.  Employees work under general supervision while learning specific job tasks and the County’s organization, policies, and procedures. 

Management Analyst - II 

This is the full journey level class within the Management Analyst series.  This class is distinguished from the Management Analyst I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the County Executive Office.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level. This class is distinguished from the Senior Management Analyst in that the latter has program responsibility for specialized programs/projects, performs the most complex and sensitive analytical duties, and exercises technical and functional supervision over professional staff and direct supervision over clerical and technical staff.

Management Analyst - Senior

This is the advanced journey level class within the Management Analyst series.  This class is distinguished from subordinate classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the nature, impact, and scope of the public contact.  Employees in this job class perform more difficult and responsible types of duties assigned to classes within this series.  Employees at this level are required to be fully trained in all policies, procedures, and operations related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Management Analyst - I

Receives general supervision from a Principal Management Analyst and may receive technical and functional supervision from higher level Management Analysts.

Management Analyst - II

Receives direction from a Principal Management Analyst and may receive technical and functional supervision from Senior Management Analysts. May exercise technical and functional supervision over assigned professional, technical, and clerical staff.

Management Analyst - Senior

Receives general supervision from a Principal Management Analyst. Exercises direct supervision over professional, technical and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Management Analyst - I/II

  • Review assigned department’s budgets as a representative of the County Executive Office and as a resource to the department; analyze department’s budget requests, confer with department staff, position the department budget in relation to the County’s budget, goals, objectives and strategies.
  • Assist assigned departments in the preparation of budgets; work with the department staff to prepare the budget documents; participate in the effective design and composition of the budget documents, recommend layout, advise staff on areas of emphasis; support department in the development of the presentation and its justification of proposed budget.
  • Participate in monitoring department’s adherence to approved budget; review financial reports and accounting documents periodically for accuracy; identify any needs for adjustments or modifications to the approved budget; make recommendations, provide support and research alternatives for departments. 
  • Serve as a liaison between the County Executive Office and assigned departments; review and analyze agenda items and memorandums and provide guidance regarding appropriateness, presentation, and overall effectiveness; assist and participate in the prioritization and organization of departmental requests to the Chief Executive Office and the Board of Supervisors. 
  • Assist in organizational reviews within assigned departments; provide support and advice regarding strategic planning, identification of staffing needs and growth estimates to ensure consistency with County goals and priorities; identify alternative solutions, prepare recommendations and assist department in implementing recommended and/or mandated changes.
  • Conduct a variety of administrative, productivity and efficiency studies related to budget process, performance audits, management reviews, and administrative analyses of operational systems and procedures. 
  • Conduct research and analysis on a variety of issues and topics requested by departments, the County Executive Office or the Board of Supervisors; participate in special projects; research issues, document findings, and justify recommendations. 
  • Monitor, research, review, and analyze existing and new legislation and examine its effect on the County’s operations; make recommendations and provide alternatives to the County, departments, or special project team consistent with legislative guidelines and requirements. 
  • Respond to requests for information from within the County as well as federal, state, and local agencies; research, analyze, and present information as requested. 
  • Attend and participate in various board, commission and committee meetings as assigned and as a liaison from the County Executive Office. 
  • Prepare agreements, contracts, financial spreadsheets, correspondence, reports, charts, graphs and presentations; respond to questionnaires and surveys; establish and maintain documentation and records as appropriate. 
  • Facilitate the development and implementation of county-wide programs and projects at the department level; coordinate meetings and project activities; assist departments in identifying goals, objectives, activities and outcomes. 
  • Conduct analyses and policy review as requested by assigned departments or by supervisor; identify opportunities for improvement and make recommendations. 
  • Represent the County Executive Office or assigned departments at designated meetings, workshops, and/or task forces as necessary. 
  • Maintain awareness of and participation in external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the County Executive Office. 
  • Participate in special projects; may act as lead in a team project.  
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service. 
  • Perform related duties as assigned.

Management Analyst - Senior

  • Provide supervision to professional, technical and clerical staff in support of assigned department(s) and program(s); provide positive leadership and direction to a team of professional and technical staff; act as a primary resource regarding County systems, organization, operations, and services.
  • Serve as a resource to assigned department(s), programs(s) and project(s); provide technical direction, advice and support; participate in the development of policies, procedures and standards for program development and review; conduct research, present findings and prepare recommendations.
  • Consult with assigned department(s) on issues related to budget preparation, analyses, presentation, and review; analyze and review the most complex of departmental budgets, provide recommendations and alternative solutions to department(s), assist in reframing departmental budgets to better reflect the goals and objectives of the County and the County Executive Officer.
  • Support assigned departments regarding sensitive and complicated fiscal and policy issues and efforts and serve as a liaison between the departments, the County Executive Office, and the Board of Supervisors as necessary; conduct complex administrative, efficiency, and productivity studies; assist and support departments identify priorities and goals.
  • Assist and support assigned departments in creating effective and appropriate agenda items, memoranda, and correspondence for the County Executive Officer’s and Board of Supervisors’ review; advise and assist departments in the development of appropriate explanations, documentation, and justification to support agenda items.
  • Oversee, coordinate, and participate in research and analyses on a variety of issues and topics related to designated areas of responsibility; perform extensive review of related issues through interviews, correspondence, readings and other research methods; prepare highly detailed, comprehensive reports relating findings to the specific needs and concerns of the County; provide recommendations to the County Executive Officer and Board of Supervisors.
  • Oversee, coordinate, and participate in designated special project(s) and /or program(s) and serve as the subject matter expert; develop implementation strategies and monitor the status of assigned program(s) and/or project(s); provide leadership and direction to interdepartmental team members; prepare reports, correspondences and memoranda, and make presentations that include recommended action to the County Executive Officer and Board of Supervisors.
  • Direct and manage the work of consultants; prepare requests for proposals, review bids, interview and select consultants; manage workflow, establish expectations and priorities and monitor outcomes; negotiate contracts.
  • Maintain and update expertise in designated specialty areas; monitor current events and changes to laws, standards, rules and regulations and analyze the effect on the County’s operations and services; prepare reports with updates, analyses and recommendations; represent the County’s interests. 
  • Plan, prioritize, assign, supervise and review the work of assigned professional, technical and clerical staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.  
  • Prepare and present responses to questions, issues or concerns related to assigned project(s), program(s) and specialty area(s). 
  • Maintain awareness of, and participation in, external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the County’s Executive Office.
  • Represent the County of Placer and the County Executive Office to the public and to other agencies in a positive and productive manner. 
  • Serve as a positive and motivational team leader as well as a positive and effective member of a peer group.
  • Perform related duties as required.

MINIMUM QUALIFICATIONS

Management Analyst - I

Experience: One year of professional analytical and/or management experience in an area to which the incumbent is assigned.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, political science or a related field.

License or Certificate: May be required to possess a valid California driver's license.  Proof of adequate vehicle insurance and medical clearance may also be required. 

 

Management Analyst - II

Experience:
Two years of responsible analytical experience performing duties similar to a Management Analyst I in assigned program areas with Placer County.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, political science or a related field.

License or Certificate: May be required to possess a valid California driver's license.  Proof of adequate vehicle insurance and medical clearance may also be required.

 

Management Analyst - Senior

Experience: Two years of responsible analytical experience performing duties similar to a Management Analyst II with Placer County.

Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business or public administration, political science, finance, economics, or a related field.  

License or Certificate: May need to possess a valid California driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
