To plan, organize and direct the activities of the Placer County Operational Area Office of Emergency Services in response to disasters and emergencies; to assist in planning, formulating, updating and maintaining the County Emergency Services Plan; to coordinate and manage emergency operations through the emergency operations center; and to assist the Assistant County Executive Officer/Assistant Director of Emergency Services in the performance of a variety of activities in the areas of mitigation, safety, accident prevention and loss control.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Assistant County Executive Officer/Assistant Director of Emergency Services.

Exercises direct supervision over professional and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Assistant County Executive Officer/Assistant Director of Emergency Services in managing and directing the Placer County Operational Area Office of Emergency Services.
  • Assist in developing the goals and objectives of the County Office of Emergency Services; assist in the development of and implementation of plans, policies and procedures.
  • Plan, organize and direct County and Operational Area emergency planning, management and training, including activating the County Emergency Operations Center and County-wide hazardous materials response team.
  • Respond to actual emergency incidents and disasters in the field and participate in the management of those incidents with other jurisdictions.
  • Coordinate and manage emergency operations through the Emergency Operations Center; ensure that the Emergency Operations Center is organized for maximum effectiveness of staff participating in disaster exercises and actual disaster events.
  • Plan, implement, coordinate and direct area-wide emergency services programs including resource management, operational readiness, and response plans and capabilities.
  • Implement the Standardized Emergency Management System; coordinate mutual aid responses and requests; assist in the overall management of emergency response and recovery operations; work cooperatively with County departments, Placer Operational Area agencies, outside agencies and the general public in order to reduce the impact of any major incident within the County.
  • Organize and conduct training; organize operational area meetings; evaluate the effectiveness and efficiency of disaster exercises and event responses.
  • Provide advice and technical assistance to County departments Operational Area agencies on the special conditions and operating requirements that would be imposed in the event of a catastrophic disaster.
  • Administer and coordinate emergency preparedness training, education and public information programs; conduct a public information program to encourage interest in emergency preparedness.
  • Develop and implement the work plan of the County Office of Emergency Services; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Prepare the budget for the Office of Emergency Services; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as requested; maintain discipline and high standards necessary for the efficient and professional operation of the Officer of Emergency Services.
  • Build and maintain positive working relationships with co-workers, other County employees Operational Area agencies, and the public using principles of good customer service.
  • Represent the County to outside agencies and organizations relative to emergency services; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Evaluate legislation affecting emergency preparedness activities; appear before the Board of Supervisors to present recommendations, plans and projects.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible administrative, technical or operational experience in a governmental emergency services or disaster response agency, planning and executing emergency preparedness activities including two years of supervisory responsibility.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration or public safety/emergency management. 

Required License or Certificate:

  • Possession of, or ability to obtain within one year of employment, certification of completion of Federal Emergency Management Agency Professional Development course series. 
  • May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of current emergency planning, training, and management including the incident command system and First Responder Operations.
  • Principles and practices of emergency management to include the Emergency Services Act (Chapter 7 of Division 1 of Title 2 of the Government Code) and the National Incident Management System (NIMS).
  • Principles and practices of policy development and implementation.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Principles and practices of business correspondence and report writing.
  • Pertinent local, State and Federal laws, rules and regulations.
  • Budgeting procedures and techniques.
  • Principles and practices of organizational analysis and management.
  • Principles and practices of supervision, training and personnel management.
  • Modern office procedures, and computer software and equipment applications.

Ability to:

  • Organize, direct and implement a comprehensive countywide emergency services program.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know related federal, state and local laws, regulations and codes; observe performance and evaluate staff; problem solve Emergency Services related issues; remember and apply various personnel rules; and explain and interpret policy.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently, walk, stand, bend, squat, climb, kneel or twist to observe emergency conditions or conduct training; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation, use telephones and two-way radios, and use a keyboard to communicate through written means; and lift light weight.
  • Prepare and administer a budget.
  • Supervise, train and evaluate personnel.
  • Interpret and explain Department policies and procedures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Act quickly and calmly in emergency situations; be effective in a fast-paced emergency environment; and make appropriate and timely decisions.
  • Work unusual or prolonged hours during emergencies or disasters and during training programs or preparedness exercises.
