DEFINITION

(Unclassified) 

To assist the Assessor in managing and directing the Assessor Department; to plan, organize, coordinate and direct the daily operational activities of the Assessor Department; to act as the Assessor in the absence of the Assessor; and to provide highly complex staff assistance to the Assessor.

DISTINGUISHING CHARACTERISTICS

The Assistant Director level recognizes positions that serve as a full line assistant to a department director or assume responsibility for a major division and, in addition, perform general administrative tasks for a director.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Assessor.

Exercises direct supervision over management, supervisory, professional, technical and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Assessor in managing and directing the activities of the Assessor Department; and assist in organizing the workload of the Assessor Department.
  • Assume all Department management responsibilities during the absence of the Assessor; represent the Assessor Department at a variety of meetings including conferences, County staff meetings, and assessment appeals hearings.
  • Assist in developing Department goals and objectives; assist in the development of and implementation of policies and procedures.
  • Plan, organize and direct Assessor activities, including appraisal, mapping and ownership, exemption programs and auditing. 
  • In the absence of the Assessor, to assume the responsibility of the Assessor as needed.
  • Assist in developing and implementing the Department work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
  • Assist in budget preparation and implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as requested; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Represent the Assessor Department to outside agencies and organizations; participate in outside community and professional groups and committees; and provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence.
    Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Six years of increasingly responsible experience in property assessment work for California property tax purposes, including two years of directly related management responsibility or other experience and training per requirements set forth in the Revenue and Taxation Code.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, economics, public administration or a related field.

Required License or Certificate:

  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.
  • Possession of a valid Appraiser's Certificate issued by the State Board of Equalization must be obtained within six months from date of hire.  Failure to obtain this certificate will be cause for termination of employment in this class.

  • The functions and procedures of the Assessor Department.
  • Principles, practices and philosophy of property valuation using market value concept.
  • California Revenue and Taxation law and related court cases pertaining to property taxation and valuation.
  • Economic and environmental factors affecting property values.
  • Principles and practices of accounting, financial and property assessment record keeping in a county.
  • Principles and practices of policy development and implementation.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Principles and practices of business correspondence and report writing.
  • Pertinent local, State and Federal laws, rules and regulations.
  • Budgeting procedures and techniques.
  • Principles and practices of organizational analysis and management.
  • Principles and practices of supervision, training and personnel management.
  • Modern office procedures and computer equipment.

Ability to:

  • Organize, direct and implement a comprehensive program for ownership tracking, property appraisal, property exemptions and mandatory audits of businesses.
  • On a continuous basis, analyze data and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem-solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.
  • Prepare and administer a budget.
  • Supervise, train and evaluate personnel.
  • Interpret and explain Department and division policies or procedures.
  • Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
