DEFINITION

To formulate and maintain emergency plans, procedures, and checklists needed for a countywide emergency services program; assist in coordinating activities of all emergency services organizations during actual emergencies; and to assist the Emergency Services Program Manager in the performance of a variety of activities in the areas of mitigation, preparedness, emergency response and disaster recovery.

DISTINGUISHING CHARACTERISTICS

This class is distinguished from the Senior Emergency Services Specialist by the responsibility for performing the most difficult and complex emergency services coordination and exercising technical and functional supervision over professional, technical and clerical staff.  The Emergency Services Coordinator may also assume staff functions as the Emergency Operations Center Director, directing all staff at the time of an emergency including the assumption of the functions of the Emergency Services Program Manager in his/her absence.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Emergency Services Program Manager.

Exercises technical and functional supervision over professional, technical and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

  • Develop coordinated emergency plans and procedures and provide coordination and assistance during disasters and emergencies.
  • Advise and assist various groups, including County staff, special districts, cities and industry in reviewing and/or developing emergency preparedness plans.
  • Analyze emergency response plans of emergency services organizations and make recommendations.
  • Assist in the coordination of emergency efforts by cities, state and federal agencies and other public jurisdictions, private entities and volunteer organizations during emergencies.
  • Assist with planning and conducting simulated emergency exercises; and assist with developing and presenting emergency services training to public employees.
  • Develop and oversee various County-wide emergency response programs.
  • Establish and maintain appropriate files and records, including inventory of emergency supplies and equipment; prepare correspondence and reports.
  • Respond to actual emergency incidents and disasters in the field and participate in the management of those incidents with other jurisdictions.
  • Assist with the coordination of mutual aid responses and requests; assist in the overall management of emergency response and recovery operations; work cooperatively with County departments, Placer Operational Area agencies, outside agencies and the general public in order to reduce the impact of any major incident within the County. 
  • Assist in providing advice and technical assistance to County departments and Operational Area agencies on the special conditions and operating requirements that would be imposed in the event of a catastrophic disaster.
  • Provide assistance in the administration and coordination of emergency preparedness training, education and public information programs; conduct a public information program to encourage interest in emergency preparedness.
  • Build and maintain positive working relationships with co-workers, other County employees, Operational Area agencies, and the public using principles of good customer service.
  • Represent the County to outside agencies and organizations relative to emergency services; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Four years of responsible emergency services or disaster planning experience.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration or public safety/emergency management. 

Required License or Certificate:
May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of current emergency planning, training and management.
  • Principles of terrorism response and planning.
  • Principles and practices of emergency management to include the Emergency Services Act (Chapter 7 of Division 1 of Title 2 of the Government Code) and the National Incident Management System (NIMS).
  • Laws, ordinances and regulations pertaining to emergency management
  • Policies and procedures pertaining to emergency management.
  • Modern office procedures, methods and computer equipment. '
  • Principles and practices of work safety.
  • Principles and practices of business correspondence and report writing.
  • Modern office procedures, and computer software and equipment applications.

Ability to: 

  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently, walk, stand, bend, squat, climb, kneel or twist to observe emergency conditions or conduct training; Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means; and lift light weight. Work in varied field conditions during varying types of weather.
  • Coordinate the activities of various groups in responding to emergencies and disasters.
  • Prepare and conduct training exercises related to emergency practices.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Obtain information through interview; manage multiple projects; and deal firmly and courteously with the public.
