DEFINITION

To perform technical and analytical work in support of fleet services, including acquisition, utilization and disposal program administration. 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned supervisory/management staff over assigned work unit. Depending on assignment, may exercise direct supervision over assigned clerical and/or technical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Develop specifications for use in the procurement of a variety of vehicles and heavy equipment used by various County departments; confer with users and vendors, research product availability and analyze and evaluate bids. 
  • Prepare recommendations regarding specific purchases; prepare administrative and technical reports and cost analyses for procurement or proposed procurement of fleet equipment; and compose and prepare related correspondence. 
  • Originate new and replacement orders for vehicles and heavy equipment and for related supplies and tools/materials; coordinate equipment-related contract services; examine new equipment for specification compliance; and survey County vehicles and heavy equipment to analyze utilization and develop replacement schedules.
  • Manage all safety activities within the Public Works Department including coordination with the Countywide safety program.  Conduct safety training and vehicle and facility safety inspections; assist in developing safety procedures and materials; monitor personal protective clothing use and conditions and self-inspection activities; attend Department safety committee meetings.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform vehicle/equipment maintenance and repair activities of a complex and difficult nature and provide technical assistance and advice to technical staff.
  • Coordinate the disposition of vehicles and/or equipment. 
  • Perform related duties as assigned.

When assigned to the Sheriff's Office:

  • Participate in the selection of staff; provide and/or coordinate staff training; supervise, assign, and review the work of assigned staff; prepare and conduct performance evaluations.

When assigned to the Department of Public Works:

  • Manage all safety activities within the Public Works Department including coordination with the County-wide safety program. Conduct safety training and vehicle and facility safety inspections; assist in developing safety procedures and materials; monitor personal protective clothing use and conditions and self-inspection activities; attend Department safety committee meetings.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Two years of responsible experience in fleet equipment acquisition and materials selection, including experience in the development of specifications and equipment requirements.

Training: Equivalent to the completion of the twelfth grade.  Additional specialized training in purchasing, procurement, technical writing or a related field is desirable.

Required License or Certificate:  

  • Possession of a valid Class C driver's license. Depending on assignment, may require possession of, or ability to obtain, a valid Commercial Class A or B driver's license with air brake, tanker and/or hazardous materials endorsements.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Policies and procedures related to purchasing, contracts and bid specifications for fleet equipment and vehicles.
  • Operational and mechanical characteristics of automobiles, trucks, buses and heavy equipment.
  • Federal, State and local safety statutes and regulations. 
  • Modern office procedures, methods and use of computer equipment.
  • English usage, spelling, grammar and punctuation; arithmetic, basic statistics and mathematical calculations.
  • Principles of supervision, training, and performance evaluations. 

Ability to:

  • Analyze work papers and reports; identify and interpret technical and numerical information; observe and problem solve fleet procurement activities; and interpret and explain County purchasing and procurement policies and procedures. 
  • Compile, analyze and evaluate technical, statistical and fiscal information; read blue prints and product design sheets and schematics; and prepare and analyze reports.
  • Obtain information through research and interview. 
  • Analyze situations quickly and objectively and determine proper course of action.
  • Use a computer, calculator, typewriter, telephone, facsimile machine and photocopy machine.
  • Supervise, train, and evaluate assigned staff.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
