DEFINITION

To assist with planning, organizing, directing, and managing the activities of the Building Maintenance Division within the Facility Services Department including technical and general maintenance, renovation, and custodial services; to coordinate building maintenance activities with other divisions, departments, and outside contractors; and to provide highly complex assistance to the Building Maintenance Superintendent or management designee.

DISTINGUISHING CHARACTERISTICS

The Assistant Superintendent level recognizes positions that provide full second-line, supervision to employees within a division and/or assume substantive and significant administrative responsibility in several defined areas or specialties.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Building Maintenance Superintendent, or management designee.

Exercises direct supervision over supervisory, building maintenance, custodial and administrative support personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist the Building Maintenance Superintendent in managing and directing the activities of the Building Maintenance Division.
  • Assist in developing and implementing Division goals, objectives, policies and procedures; review and ensure compliance with policies and procedures of individual work sections.
  • Assist in planning, organizing and directing the development of the Building Maintenance Division work plan; assign work activities, projects and programs; assist with monitoring the work flow of the Building Maintenance Division; review and evaluate work products, methods and procedures.
  • Establish and monitor performance standards and methods for the performance of building maintenance duties.
  • Evaluate assigned operations and activities; recommend and implement improvements and modifications.
  • Assist in preparing the Building Maintenance Division budget; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Assist the Building Maintenance Superintendent and/or assume responsibilities for the procurement, negotiation, development, and administration of a wide variety of contracts for the Division.
  • Assist in researching and resolving the more difficult and sensitive issues with internal and external customers and contractors.
  • Participate and provide oversight for project management.
  • Investigate complaints and recommend corrective action for resolution.
  • Supervise the utilization of a comprehensive automated maintenance management system.
  • Supervise the development and implementation of a comprehensive preventative maintenance program; create preventative maintenance work orders.
  • In the absence of the Building Maintenance Superintendent, to assume the responsibilities of the Building Maintenance Superintendent as needed.
  • Build and maintain positive working relationships with co-workers, other County employees, outside contractors, and the public using principles of good customer service.
  • Represent the Division to outside agencies, organizations, and contractors; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research, prepare, and present technical and administrative reports; prepare written correspondence.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of progressively responsible experience in building trades, construction management, or facilities management, including at least three years of supervisory/management responsibility.

Training: Equivalent to an Associate's degree from an accredited college or university with major course work in construction technology, engineering, architecture, facilities maintenance or a related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Ability to:

  • Assist with the organization and direction of Building Maintenance Division operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at a desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and to communicate through written means; regularly lift heavy weight; occasionally make field visits requiring walking, standing, bending, squatting, climbing, kneeling, and twisting.
