DEFINITION

To learn and perform a designated skilled craft(s) such as electrical, painting, cabinet/furniture making, metal fabrication, plumbing, air conditioning/refrigeration, heating, fire alarm/sprinkler systems, or environmental systems and controls; to perform installations, maintenance, and regular and emergency repairs to buildings, structures, and equipment in a designated craft(s)/trade(s); and to function as a cooperative and productive team member.

DISTINGUISHING CHARACTERISTICS

Maintenance Worker: 
This is the entry level class in the Building Crafts Mechanic series.  This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgement on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.
 
Building Crafts Mechanic: 
This is the full journey level class within the Building Crafts Mechanic series.  This class is distinguished from the Maintenance Worker by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
 
This class is distinguished from the Senior Building Crafts Mechanic in that the latter performs designated skilled craft(s) with a high degree of independent judgement, coordinates and schedules assigned jobs/projects, and exercises technical and functional supervision over assigned crew members on a regular basis.

SUPERVISION RECEIVED AND EXERCISED

Maintenance Worker
Receives immediate supervision from a Supervising Building Crafts Mechanic and may receive technical and functional supervision from a Senior Building Crafts Mechanic and/or management and supervisory staff.
 
Building Craft Mechanic
Receives general supervision from a Supervising Building Crafts Mechanic and may receive technical and functional supervision from a Senior Building Crafts Mechanic and/or management and supervisory staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Learn to/and perform carpentry work in the construction, alteration, repair and maintenance of buildings, floors, roofs, stairways, partitions, doors, windows, screens, wood fixtures, and furniture; may construct forms, mix and pour cement, and perform other masonry tasks. 
  • Clean and prepare surfaces to be painted; learn to/and paint exterior and interior walls, ceilings, and cabinet work, using brush or spray gun; varnish, stain or shellac furniture, doors, cabinets, moldings, and floors; may mix paints to obtain desired colors. 
  • Learn to/and install and make repairs to or replace electrical systems including building wiring, switches, outlets, fixtures, and plugs and make other electrical repairs; learn to/and install, maintain, and repair various lighting systems; learn to/and install, maintain, and repair various alarm mechanisms and systems, including fire detection and security systems; and maintain and repair small engines and generators. 
  • Learn to/and repair stoves, refrigerators, sanitation and waste removal systems, heating and air conditioning systems, evaporative coolers, including cutting, fitting, and installing gas and water pipes; learn to/and perform metal fabrication and welding, both arc and acetylene.  May oil, adjust, clean, and make minor repairs to equipment used by custodial staff such as vacuum cleaners and buffers. 
  • Learn to/and install, repair, maintain, or replace various locks and locking systems, including mechanical, electric, or electronic; learn to/and key and re-key locks; learn to/and lay out, manufacture, and install various building signs.
  • Learn to/and repair and adjust plumbing equipment and apparatus, such as replacing broken pipes, cleaning plugged drains, replacing washers and gaskets, replacing faucets and valves, cleaning grease traps, and flushing sewer lines; learn to/and install, maintain, and repair various piping and sprinklers used in fire suppression systems.
  • Learn to identify various types of materials and equipment used in building automation systems and take appropriate steps to ensure safety and continued operation of systems.
  • Learn to operate and perform minor maintenance to building automation systems, including but not limited to, building access control systems, climate control systems, and intrusion control systems.
  • Learn to understand and recognize technical issues, malfunctions and set up of building automation and control systems and take appropriate action, including notifying appropriate staff or supervisor. 
  • Keep records as required. 
  • As a Maintenance Worker, perform a variety of unskilled and semi-skilled building crafts tasks in a training capacity. 
  • Perform a variety of heavy manual labor.
  • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service.  
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in indoor and outdoor environments with variable temperature conditions. May require travel to and from other locations in a variety of outdoor weather conditions. Depending on area of assignment, additional background clearance with the Department of Justice (DOJ) may be required.

MINIMUM QUALIFICATIONS

Maintenance Worker

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: No experience is required.

Training: Equivalent to the completion of the twelfth grade.

Required License or Certificate:
May need to possess a valid driver’s license as required by the position and in accordance with the California Vehicle Code. Proof of adequate vehicle insurance and medical clearance may also be required.

Building Crafts Mechanic

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience:  Two (2) years of responsible experience performing duties similar to those of a Maintenance Worker in Placer County.  Completion of an approved apprenticeship program in a designated skilled craft/trade may be substituted for the two years of related experience.

Training: Equivalent to the completion of the twelfth grade.

Required License or Certificate:

  • Possession of a valid Class A or B driver's license may be required depending upon the position.  Proof of adequate vehicle insurance and medical clearance may also be required. 
  • Possession of appropriate required certification relative to specific area of building crafts assignment.

KNOWLEDGE, SKILLS, AND ABILITIES

Maintenance Worker

Knowledge of:

  • General use and purpose of materials, equipment, and methods used in building maintenance.
  • Principles and practices of work safety.

Ability to:

  • On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment and tools; interpret work orders; remember equipment and tool location; and explain job to others.
  • Intermittently, sit while completing work papers; walk, stand, bend, squat, climb, kneel, twist, and reach while operating equipment and performing various building crafts activities; perform simple and power grasping, pushing, pulling, and fine manipulation; hear and see with sufficient acuity to identify building maintenance issues and provide service and repair; regularly lift very heavy weight.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Act quickly and calmly in emergency situations.
  • Obtain information through interview and deal fairly and courteously with the public, co-workers, and County employees.
  • Analyze situations quickly and objectively and determine proper course of action.
  • Work assigned shift; be subject to emergency call-out and unusual and prolonged work schedule in emergency situations.
  • Learn to use a forklift, hydraulic lift, hand cart, various hand tools, including a hammer, screwdriver, saw, wrench, pliers, paint brush, sledge hammer, pick and shovel, dump truck, and backhoe.
  • Perform assigned duties to include heavy and continuous physical labor in a safe and effective manner for self and others.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Building Crafts Mechanic

In addition to the qualifications for Maintenance Worker:

Knowledge of:

  • Principles and practices of designated area of building crafts assignment.
  • Laws, codes, and regulations pertinent to designated area of crafts and/or mechanical assignment.
  • General understanding of the operations and maintenance of modern building technology including building access control, climate control, and intrusion control systems.
  • Use and purpose of common materials, tools, equipment, and methods used in carpentry, painting, electrical, plumbing, masonry, small engine repair, metal fabrication, and welding both arc and acetylene.

Ability to:

  • Read and understand blueprints and work according to plans and specifications.
  • Make rough sketches and accurate estimates of material required in repair and maintenance work.
  • Use of various power tools and equipment such as a forklift, hydraulic lift, backhoe, tractor, jackhammer, sand blaster, cutter, grinder, router, welder, skill saw, jackhammer, sand blaster, cutter, grinder, and torch.
  • Use various hand tools and equipment such as a hammer, screwdriver, pliers, saw, wrench, paint brush, sledgehammer, and pick and shovel.
  • Operate light trucks and equipment such as a forklift, hydraulic lift, backhoe, and tractor.
  • Remain current with technology associated with building maintenance automation and control.
  • Perform minor maintenance and repair to a wide variety of building automation systems.
  • Use specialized tools and equipment applicable to specific area of crafts and/or mechanical assignment.

MISCELLANEOUS INFORMATION

Length of Probation:

  • All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
