The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. The Information Services Division (ISD) is seeking two full-time Senior Business Analysts for our Oklahoma City location. This is an unclassified position within Oklahoma state government.  OMES offers a comprehensive Benefits Packet   and a salary up to $65,000 based on education and experience.  This position may be filled as a Junior Business Analyst.

Daily Activities:

This position must analyze and synthesize information provided by a large number of people who interact with the business, such as customers, staff, IT professionals, and executives. This position is responsible for eliciting the actual needs of stakeholders, facilitating communication between organizational units, and aligning the business needs with the capabilities delivered by information technology. This position may serve as a “translator” between groups. They help to define the organizations goals, how those goals connect to specific objectives, and determining the course of action that the organization has to undertake to achieve those goals and objectives. The business analyst works to define how the various organizational units and stakeholders within and outside of the organization interact.

• Perform business process analysis.
• Plan and develop elicitation activities (requirements gathering, specifications, prototypes).
• Serve as a liaison between stakeholders and business for technical aspects of applicatons.
• Create approach papers.
• Perform conversion analysis and documentation.
• Perform assessments and validations of solutions (user testing).
• Create training plans and deliver training.
• Act as an expert on the applications and services in various capacities, strategy meetings, and product development opportunities.
• Work closely with project/program management as well as managers of related applications.

Supervisory Responsibilities:  This position requires supervisory responsibilities leading teams and team members. 

Minimum Qualifications:

Requirements include a bachelor’s degree in Computer Science, Engineering, MIS or other related technical degree and three years of IT experience.   A master’s degree may be substituted for two years of experience or two years of experience may be substituted for each year of a degree up to a maximum of eight years.

IBAA certification is preferred.

Junior Business Analyst requirements include a bachelor’s degree in Computer Science, Engineering, MIS or other related technical degree and two years of IT experience.  A master’s degree may be substituted for one year of experience or two years of experience may be substituted for each year of a degree up to a maximum of eight years.
