The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. We work toward the goals of capitalizing on available resources, continuing to seek cost saving opportunities and elevating our level of service. Our mission is to be a “FAST” agency: Flatter, Agile, Streamlined, and Technology-enabled.  We are seeking a full time, unclassified Procurement Manager with the Agency Business Services (ABS) in Oklahoma City. We offer a comprehensive Benefits Packet, and a competitive annual salary range of $57,000 to $65,000 based on education and experience. 

ABS currently has 28 individuals on staff and is providing services for 51 state agencies and their Directors.  The client list is expected to grow due to state mandates for agencies to move to a shared services environment. This position currently has (8) eight direct reports plus seasonal temps and it is expected to go quickly to (10) ten direct reports.

This Procurement Manager is responsible for the direction of an agency procurement and requisition function in the acquisition of goods and services used to support agency operations.  This will include developing and implementing agency policies and procedures, directing staff functions, and insuring compliance with applicable laws and rules concerning the procurement of goods and services. Serve as the Chief Procurement Officer of OMES as well as manage the procurement for all ABS client agencies.

Principal Activities:

•Directs and coordinates acquisition activities for the agency; develops contract specifications, program evaluation, and problem resolutions;
•Provides direction to staff involved in planning and coordinating acquisition services; supervises staff; establishes performance standards and evaluates work performed;
•Researches and interprets applicable federal and state laws, regulations, rules, and policies; provides interpretation of policy and procedures to staff and outside entities;
•Develops and enforces agency policies to ensure compliance consistent with various federal and state requirements;
•Prepares budgets and necessary reports and maintains records for the area of responsibility; develops immediate and long range financial plans for inclusion in the agency’s financial plan;
•Participates in top level management meetings concerning policies and procedures; recommends changes in statewide standards and specifications;
•Represents the agency at public and private sector meetings to explain the functions, procedures and legal guidelines concerning state purchases and contracts;
•P-card approver for all OMES/ABS p-card holders;
•Works as a liaison between agency and DCAM State Leasing, DCAM/Construction and Properties, Central Purchasing, OMES/ISD, and CORE/Security;
•Review/approve/sign change orders & purchase orders based upon delegated authority; Responds to/resolve helpdesk cases that pertain to the ABS client agencies in regard to procurement;
•Provides required Oracle Peoplesoft training to assigned agencies including: COR452 E-procurement requestor training, COR453 E-pro approver training, and PO view only access;
•Serve as the State Surplus Authorized Approver/Officer for ALL divisions of OMES;
•Must update/maintain all assigned agency’s Form 001’s along with each agency’s internal purchasing procedures;
•Other duties and projects as assigned. 

Minimum Qualifications:

Bachelor's Degree in Business or closely related field, State of Oklahoma Certified Procurement Officer and at least (4) four years of Governmental purchasing experience, or an equivalent combination of education and experience. At least (1) one year in a supervisory capacity is required.
This Procurement Manager has supervisory responsibilities, and must be available to travel 20% of the time in a work week. In addition, must be a very organized individual with an exceptional ability to multi-task.

Agency Internal Purchasing Procedures - Must have knowledge to ensure agency compliance.
Oklahoma Statute 580 - Purchasing guidelines required for agency compliance
Title 18 - Professional Services laws/regulations
Title 62 - OMES Purchasing Policies
Title 51 - Contracts rules/regulations
ISD Procurement policies - must have expert knowledge to ensure agency compliance.
Procurement Ethics - must have knowledge of to ensure agency and self-compliance.
Travel Rules/Policies - to keep agencies informed and compliant
PeopleSoft experience
