The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. Our mission is to be a “FAST” agency: Flatter, Agile, Streamlined, and Technology-enabled.  We are seeking a full time, unclassified Deputy General Counsel for our Legal Division in Oklahoma City. We offer a comprehensive Benefits Packet, and a competitive annual salary up to $75,000 based on education and experience.
  
The Deputy General Counsel will be assigned to the Human Capital Management division (HCM) primarily focused on employment law issues. The Deputy General Counsel will assume all functions of planning, organizing and monitoring legal activities, interpreting laws and regulations; providing legal advice, counsel and assistance to HCM Director. The Deputy General Counsel will be expected to work under minimal supervision with considerable latitude for the use of initiative and independent judgment in legal issues large in scope, complexity and activity. The Deputy General Counsel will support other OMES lawyers, as needed.

Principal Activities:
•Provides legal advice and counsel regarding all aspects of employment law.
•Prepares the preparation of legal opinions, briefs, pleadings, motions, petitions, and other legal documents.
•Exercises responsibility for the development, preparation, and presentation of cases before administrative, state, federal, and appellate courts.
•Evaluates complex legal issues and provides advice, counsel, and assistance to HCM on legal matters.
•Assists in drafting bills and amendments for legislative consideration, completes reports on changes in legislation, evaluates proposed legislation and makes recommendations for agency action in response thereto.
•Performs legal research and reports findings and conclusions.
•Analyzes complex factual and legal issues and develops evidence through witness interviews, depositions, and other discovery.
•Advises on law, regulations, and opinions of the courts and those of the Attorney General; prepares or directs the preparation of interpretations outlining facts and the applicable legal, administrative or executive decisions.
•Advises on questions of law or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state federal, or local government, and the general public.
•Performs related work as assigned.
•Support other OMES lawyers, as needed.

Education and Experience:  
•Graduation from an accredited law school.
•Licensed to practice law in the State of Oklahoma.
•Five years legal experience as a licensed attorney.
•Experience in employment law, administrative law, contracts, litigation, and/or other areas of law involved in the operations of a government agency preferred.
