SPECIAL APPOINTMENTS/FREE NAMES

In addition to application through the competitive process, there are different ways to enter or move within the classified service.  They are limited to current or prior County employees who have already been hired through a competitive process or to applicants that have been asked to complete an application for extra hire (temporary) employment.

Please scroll to the section that applies to you and follow the instructions.  Click on the appropriate appointment type (radio button) and complete the online application and any form(s) attached to the appointment type.  If you wish to submit an application for a current or future recruitment, please exit this section and return to the Job Listings page to file an application (for current recruitments) or an interest card (for future openings).

You should be in this section if you are a regular hire Marin County employee and want to complete an application for a:

1.      Transfer in your current job class to a different department.  Click here for information

1.      Transfer in your current job class to a different department. (PMR 45.1)

This process may be used by a current employee who wants to transfer to a position with the same job title the employee currently holds, but in a different department from the one the employee currently works in.  In order to qualify as a transfer, you must be a current employee in a regular status position (in other words, not extra-hire or not working for the County through a temporary agency).  An employee with less than six months of service, less than a satisfactory performance evaluation and/or a disciplinary suspension, reduction in pay or equivalent disciplinary action within the last year may not be eligible for a transfer except at the discretion of the Director of Human Resources.  In order to transfer to another department, you should:

 

  • Click on the button below to access Job Descriptions, select the appropriate job, and click on the link at the top of the job description page to complete the online application.  If eligible, Marin County Human Resources (HR) will send you a notice confirming that your name has been placed on the eligible list.  As vacancies occur in the job class, HR will send your name to all County departments (except your current department and any other department that you indicate where you don’t want to be transferred) who request a certified list for your current job title.  You will also receive notification from HR when your name has been certified to fill a vacancy and who to contact for your selection interview in the hiring department.

2.      Transfer to a different job class with the same salary as your current job class. (PMR 45.1)

This process, identical to transferring to the same classification above, may also be used by an employee to transfer to a position that has a different job title, but with the identical salary range, as the one the employee currently holds.  In order to qualify as a transfer, you must be a current employee in a regular status position (in other words, not extra-hire or not working for the County through a temporary agency).  An employee with less than six months of service, less than a satisfactory performance evaluation and/or a disciplinary suspension, reduction in pay or equivalent disciplinary action within the last year may not be eligible for a transfer except at the discretion of the Director of Human Resources.  The maximum salary of the class you currently hold must be the same as the maximum salary for the class you wish to transfer into.  Also, you must meet the employment standards for the job to which you want to transfer.  In order to transfer to another department, you should:

3.      Voluntarily demote to a different job class with a lower salary than your current job class. (PMR 45.2)  

This process may be used by a current employee who wants to voluntarily move to a position with a different job title and lower maximum salary than the maximum salary of the classification that the employee currently holds. In order to qualify for a voluntary demotion, you must meet the employment standards for the job to which you want to demote. Additionally, your request for voluntary demotion must be approved by the appointing authority and the Director of Human Resources. Please be aware that you will be required to serve a new probationary period if you demote to a class unrelated to your previous position or if you demote into another department in a class in which you have not held regular status (See PMRs 45.2 and 35.3). In order to voluntarily demote, you should:

  • Click on the button below to access the list of Job Descriptions, select the appropriate job, and click on the link at the top of the job description page to complete the online application. HR will review your qualifications and send you a notice confirming that your name has been placed on the eligible list if you qualify. As vacancies occur in the job class, HR will send your name to all County departments (except any department you indicate where you do not want to demote) who request a certified list for that job class. You will also receive notification from HR that your name has been certified to fill the vacancy and who to contact for your selection interview in the hiring department.

   Voluntary demotion to a different job class with a lower salary range than your current job class. By choosing this selection you acknowledge that (1) you are applying for this demotion voluntarily, (2) if appointed to the lower salaried classification you may be required to serve a new probationary period and (3) if you fail to pass probation in the lower paid classification you will not have the right to return to your prior higher paid classification.

4.      Extra-Hire  (PMR 34.2 E5a)

An extra hire appointment is defined as an appointment made to a non-regular, non-permanent position established on a temporary basis to meet peak loads, unusual work situations, seasonal and recurrent work, intermittent assignments, or emergencies.  Applicants for extra-hire must meet the minimum qualifications for the classification.  Extra Hire applicants that submit their application to the Human Resources Department will only be contacted if they are invited to interview for a temporary position.  In order to be considered for extra-hire (temporary) employment, you should:

  • If a department asks you to complete an application to be considered for Extra-Hire, or you are available for temporary work and wish to be considered, click on the button below to access Job Descriptions, select the appropriate job, and click on the link at the top of the job description page to complete the online application;

OR,

  • Print and complete the Scannable Application and give a copy to the requesting department or to the Human Resources Department.

5.      Re-employment to a job class you previously held and resigned from.  (PMR 36.2B)

In order to qualify for this type of re-employment, you must have been a regular employee that left the County of Marin under positive circumstances.  A regular employee means that you were not extra-hire, contract, filling a fixed term, or working for the County through a temporary agency.  Positive circumstances means you gave sufficient notice and are considered eligible for rehire.  You may only apply for re-employment within two years of the date you separated from the County and you are eligible only for this two year period.  In order to have your name placed on a re-employment list for the County of Marin you should:

  • Click on the button below to access Job Descriptions, select the appropriate job class, and click on the link at the top of the job description page to complete the online application.  Once your application has been approved, your name is placed on the re-employment list and HR will send you notification.  Then as names are certified to fill vacancies in your previous job classification, HR will send your name to all County departments who have a vacancy in that job class and you will be notified who to contact in the hiring department for your selection interview.

6.      Re-employment to the same job class following a Reduction In Force (RIF).  (PMR 36.2A)

You should be in this section if you are/were a regular County employee and you were either laid off or demoted from your job class within the last two years as a result of a RIF.  You are not required to submit an application.  However, the HR Department recommends that you do to keep your employment history current and because you can use this application to apply for other classifications in County service.  While your re-employment rights were explained to you at the time of your layoff, if you have any questions regarding your rights, please contact the HR Department.  To fill out an application:

  • Click on the button below to access Job Descriptions, select the appropriate job where you held status before the RIF action, and click on the link at the top of the job description page to complete the online application.
