Purpose

This position will be filled at the level of Traffic Control Engineer I (PG 2EN) or Traffic Control Engineer II (PG 2GN), depending upon the qualifications of the candidate and the needs of the Department of Public Works.

Working in the Traffic section of the Department of Public Works provides a flexible, technology-driven work environment.  In this role the Traffic Control Engineer will work on a team to provide the public with safe, efficient travel through engineering design related to installation, operation and maintenance of traffic control signals and signal systems. 

Essential Functions

  • Design the timing of traffic signals and offset relationships in signal systems.       
  • Prepare grant applications for non-traditional projects funded through various Federal Transportation Programs.      
  • Prepare Federal/Wisconsin Department of Transportation documents, and compile supporting information for federally funded projects.       
  • Analyze crash data, develop accident countermeasures, and prepare reports on crash mitigation strategies.        
  • Perform roadway geometric design associated with Federal grant-in-aid projects and the City’s Capital Improvement Project.     
  • Investigate and respond to complaints and requests made by elected officials and private citizens concerning traffic signal operations and traffic safety.       
  • Prepare specifications and assist in the purchase of traffic control equipment and materials.  Review permit applications for work by private contractors.       
  • Prepare project estimates, plan and specifications and as-builts reviews.        
  • Review signal design preliminary engineering and as-builts.

Minimum Requirements

Traffic Control Engineer I and II:

1.  Bachelor’s Degree in engineering with an emphasis in transportation or traffic engineering.

2.  Valid driver’s license at time of appointment and throughout employment.  

Traffic Control Engineer II

3.  One year of professional transportation or traffic engineering experience.

  • Written communication skills to develop professional reports, presentations, emails and letters.       
  • Interpersonal skills to effectively work with diverse individuals inside and outside the organization.

  • Organizational skills to plan and coordinate work.       
  • Analytical skills to review data to determine trends and make recommendations.       
  • Ability to use computer programs such as MS Word, MS Excel, and Microstation.       
  • Ability to manage multiple projects at the same time.       
  • Ability to work on a team and independently.       
  • Ability to handle effectively and with tact inquiries from elected officials, the public and other city departments.

Current Salary

Traffic Control Engineer I

The current starting salary (PG 2EN) for City of Milwaukee residents is $51,358 annually, and the non-resident starting salary is $50,098.  Appointment above the minimum is possible with approval.   

Traffic Control Engineer II

The current starting salary (PG 2GN) for City of Milwaukee residents is $58,373 annually, and the non-resident starting salary is $56,941.  Appointment above the minimum is possible with approval. 

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.  

INITIAL FILING DATE - The examination will be held as soon as practical after July 6, 2016. Receipt of applications may be discontinued at any time after this date without prior notice.  However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. The applicant is responsible for attending all phases of the job selection process at the time and place designated by the City of Milwaukee.

NOTE: The City’s residency requirement set forth in City Charter 5-02 is under litigation. Even though the City is legally able to enforce the current residency requirements based on a recent Wisconsin Court of Appeals decision, the City has agreed to continue to suspend enforcement of the ordinance during the time it may take to know whether the Wisconsin Supreme Court will review the case.  Once the Supreme Court refuses review or affirms the Court of Appeals decision, the City intends to fully enforce the ordinance. Consequently, employees who disregard the requirements of the ordinance do so at their own risk.
