The eligible list resulting from this examination may be used to fill similar City of Milwaukee positions.

Purpose

The Water Repair Worker works as part of a crew that repairs and maintains the water distribution system so that customers have quality, sufficient water with minimal interruption. He or she conducts repairs in accordance with standard repair procedures using proper materials and equipment and operates heavy equipment such as tri-axle dump trucks and various other construction-related equipment and hand tools.

Essential Functions

  • Repairs, maintains, and installs water mains, pipe joints, valves, services, and branches, while maintaining the quality of the water.
  • Performs hydrant repairs for various models of hydrants in the water distribution system.
  • Operates valves and hydrants.
  • Coordinates activities with contractors conducting water main relay projects by operating valves, testing water shut off and notifying customers of water outages.
  • Performs preventive maintenance duties, including exercising valves, testing hydrants, making rehabilitation repairs, locating and marking appurtenances, accessing box alignments, and locating leaks.
  • Operates various types of construction equipment, including tri-axle dump trucks with trailers, backhoe-end loaders with concrete busters, air compressors and hammers, utility vans or trucks, drill-rig trucks, and any other equipment assigned to a specific project.
  • Operates various pneumatic and hand tools for completing repairs.
  • Acts as Water Chief Repair Worker when assigned: provides direction to crew, coordinates activities with supervisors and the control center, communicates with the public, and completes required paperwork.

Conditions of Employment

  • Willing to work outdoors in all types of weather conditions, at all hours, and throughout the entire Milwaukee Water Works service area, including St. Francis, Greenfield and Hales Corners.
  • Mandatory call out response to conduct emergency repair assignments and required to work for extended hours beyond the normal work shift as needed to meet the needs of the utility.
  • The person in this position may be assigned to work either first or second shift and is required to work Saturday and Sunday on a rotating basis during winter, as scheduled or as assigned. Mandatory overtime as assignments dictate.

Minimum Requirements

  1. Two years of experience performing underground construction and operating heavy equipment.
  2. Valid Wisconsin Commercial Driver’s License (CDL) at the time of appointment and throughout employment.
  3. Must obtain (Class A) endorsement within six months of appointment.
  4. Must be certified as a Competent Person in excavation safety within six months of appointment.

Desirable Qualifications

  • Backhoe or Frontend Loader operation experience.
  • State of Wisconsin DNR operators certification for Distribution Systems Operations.
  • Wisconsin CDL N endorsement.
  • Water distribution system piping and appurtenances repair and maintenance experience.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of underground construction practices and procedures.
  • Knowledge of construction safety principles and practices.
  • Knowledge of job-related hand and pneumatic tools and their uses.
  • Knowledge of various hydrant models.
  • Interpersonal and customer service skills; ability to represent the Milwaukee Water Works positively and to interact with customers, in a tactful and professional manner.
  • Ability to use job-related hand tools and pneumatic tools.
  • Ability to operate construction vehicles and equipment.
  • Ability to complete required forms clearly, accurately, and completely.
  • Ability to perform mathematical calculations.
  • Ability to provide direction and supervision to a crew of workers.
  • Ability to understand basic mechanical aptitude concepts and basic plumbing.
  • Ability to transfer and move objects weighing up to 50 lbs.
  • Ability to enter manholes and excavations and climb ladders.
  • Ability to work under adverse conditions (including inclement weather) for extended periods of time.

Current Salary

The current starting salary (PG 8LN) for City of Milwaukee residents is $45,327 annually. The non-resident starting salary is $44,215 annually.

Selection Process

SELECTION PROCESS The selection process will be job related and will consist of one or more of the following: education and experience evaluation; written, oral or performance tests; or other assessment methods.  The Department of Employee Relations reserves the right to call only the most qualified candidates to oral examinations.  Oral examinations may include written exercises.  Selection process component weights will be determined by further analysis of the job.  

This is a continuous recruitment. Applications will be accepted and the examination process will be held during 2016 as often as required to meet the needs of the City.  Qualified applicants will be notified by email of the date, time and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. The applicant is responsible for attending all phases of the job selection process at the time and place designated by the City of Milwaukee. The names of successful candidates will be placed on the eligible list in a rank determined by the final grade without reference to the date of the examination. The eligible list may be abolished every four months.  Candidates may take an examination for this position only once every six months.  

NOTE:  The City’s residency requirement set forth in City Charter 5-02 is under litigation. Even though the City is legally able to enforce the current residency requirements based on a recent Wisconsin Court of Appeals decision, the City has agreed to continue to suspend enforcement of the residency ordinance until the Wisconsin Supreme Court issues a final decision. If the Wisconsin Supreme Court affirms the Court of Appeals decision, the City intends to fully enforce the residency requirement for all employees. Consequently, employees who disregard the requirements of the ordinance do so at their own risk.
