The fundamental reason this classification exists is to perform professional engineering work reviewing public works construction and improvement projects to ensure that they are designed, constructed and inspected according to applicable laws, regulations and standards and within project budget. Incumbents are distinguished from the Civil Engineer III in that the Civil Engineer II does not have responsibility for managing entire engineering projects and distinguished from the Civil Engineer I in the level and scope of responsibility exercised. Some employees in this classification may assist, advise, or supervise lower level professional and technical employees. Work is performed with independence; however, the City Engineer is available for assistance when necessary until proficiency is achieved. Work is reviewed for adherence to policies and procedures, accuracy and completeness and for project results. The essential functions are: reviews subdivision construction plans and subdivision plats; inspects construction projects for compliance with approved construction plans and specifications; designs and drafts engineering studies and engineering construction plans of storm water, street improvements, sidewalks, and recreational sites; receives public requests and complaints regarding storm water drainage problems, BMP controls for construction sites, National Flood Insurance Program (NFIP) requirements and other general requests; participates in regulatory environmental monitoring process and supervises two or more full-time employees. Reports to the City Engineer.
