County Engineer (#CO0618)

Nature of Work

The fundamental reason this class exists is to organize, direct, and coordinate the engineering activities pertaining to public roads, highways, bridges and other lands for the county.  This includes responsibility for all county roads, highways, bridges, drainage, land development, utilities and infrastructure.  Under the authority of the County Commission, the Engineer serves as the department head and the appointing authority for the Montgomery County Engineering Department. The major functions of the position include managing engineering projects, supervising personnel, serving as liaison with various groups, supervising the financial management of the department, receiving and handling complaints, developing short and long range plans, priorities, and policies for the department, and performing various administrative duties.  The position delegates considerable authority for the performance of technical and day-to-day administrative activities to subordinate supervisors. However, the County Engineer is ultimately responsible for federal and state compliance with county engineering laws and regulations.  Broad policies are prescribed by, and general direction is received from, the County Commission who holds the Engineer responsible for effectiveness of departmental programs.  The Engineer is responsible for making authoritative decisions and recommendations that have impact on engineering and related activities pertaining to public roads, highways and bridges.  The County Engineer should coordinate with the County Administrator, as appropriate.

Minimum Qualifications

Bachelor's degree in civil engineering and five years of highly responsible management experience directing the activities of individuals involved in the maintenance and construction of highways and bridges, or an equivalent combination of education and experience.

NOTE:  Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.

 

Special Requirements

Professional Engineer License as issued by the Alabama Board of Licensure for Professional Engineers and Land Surveyors.
