Nature of Work

The fundamental reason this position exists is to direct the City’s urban growth and development initiatives using New Urbanism practice and principles.  The employee will serve as consultant to stakeholders and decision-makers at all levels, providing expert advice and guidance to achieve desired goals and objectives.  Major work responsibilities include developing complex urban development strategies, advocating the City’s development policies, promoting and recruiting for the City’s retail, mixed use, and residential spaces, overseeing the activities of the department, and supervising employees. Employee is responsible for difficult and complex functions presenting new and/or constantly changing problems. Employee makes decisions in areas where policy is not clear and/or formulates policy.  Employee has full and complete access to a wide range of information where utmost judgment is required to safeguard the City’s interests and integrity.  Employee is involved in high-level, confidential negotiations that may not be ready for public record over an extended period of time.  The incumbent functions as a working department head and reports to the Deputy Mayor.

Minimum Qualifications

Master’s degree in urban planning, economic development, or public administration, six (6) years of managerial experience applying the practice and principles of New Urbanism in urban development and/or redevelopment, and accreditation from the Congress of New Urbanism or the American Institute of Certified Planners; or an equivalent combination of education and experience.

NOTE:  Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.
