NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

MEMA is looking for a diligent, detail oriented individual who is excited about making Maryland a safer place to live and work by coordinating complex grant-funded hazard mitigation projects throughout Maryland.

MEMA is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient.

Main Purpose of Job

This position is responsible for leading the State's Hazard Mitigation Program, which includes the development and implementation of policies, plans, and projects that reduce or eliminate the risk of loss of life, injury, and property damage associated with various threats and hazards. Responsibilities include administration of Federal mitigation grant programs and oversight of the federally mandated mitigation planning initiative. This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. The position also acts as a member of the Agency's leadership group.

POSITION DUTIES

Duties of this position include, but are not limited to:

 

·        Providing strategic direction and oversight to all functions of the Mitigation Unit, with the Disaster Risk Reduction Directorate.

·        Leading the Mitigation Advisory Committee and represent MEMA on a number of interagency, multidisciplinary councils related to hazard mitigation and risk reduction.

·        Planning for and coordinating the development of mitigation project applications and subapplications, including advising and assisting with project development, and drafting of correspondence.

·        Monitoring grant-funded mitigation projects, including reviewing and submitting quarterly performance reports, verifying the eligibility of reimbursements and advances of funds submitted by recipients and subrecipients, and conducting site visits for monitoring purposes.

·        Supporting grant-funded mitigation projects, including drafting correspondence related to project management.

·        Working with project leads to ensure that MEMA meets its obligations under 2 C.F.R. Part 200.

 

This position supports planning efforts and other initiatives in the Disaster Risk Reduction Directorate and the MEMA Mitigation Unit, including:

 

·        Developing, maintaining, and updating the Maryland Hazard Mitigation Plan.

·        Providing technical assistance to local jurisdictions developing, maintaining, and updating local mitigation plans.

·        Supporting the development of policies and mitigation strategies to reduce or eliminate risk.

·        Supporting State Mitigation Program outreach programs and efforts.

·        Working closely with mitigation staff at the Federal Emergency Management Agency.

·        Collaborating with others in the Disaster Risk Reduction Directorate on projects and programs aimed at building community resilience, conducting efficient long-term recovery, and reducing risk caused by disasters.

 

This position works to ensure compliance with Federal statutes, regulations, including 2 C.F.R. Part 200, and the Federal Emergency Management Agency, Hazard Mitigation Assistance Guidance (published February 27, 2015).

 

This position also supports MEMA programs, projects, and activities related to MEMA’s mission, and may be tasked to support other related MEMA programs, projects, activities, and duties as assigned.

 

This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC). 

 

This position requires strong communication and organizational skills, as well as familiarity with the following technologies:

 

·        Basic word processing and document generation software, such as Microsoft Word and Google Docs; and

·        Spreadsheet software, including Microsoft Excel and Google Sheets.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Four years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for the required education and one year of the required experience.

3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year in planning for the required education for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 6. Applicant may substitute a Ph.D. degree from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.    

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications.  Include clear and specific information on your application regarding the qualifications.

A Master's Degree in Business Administration, Engineering, Finance, Accounting, Homeland Security or Emergency Management, or other relevant graduate-level degree.

Experience with natural hazard identification and conducting risk assessments.

Experience managing federal grant programs, including monitoring federal grant-funded projects, especially 2 C.F.R. Part 200 compliance.
