Main Purpose of Job

The Maryland Department of Human Resources (DHR), the state’s human services agency, seeks a strong administrator to serve as the Executive Director of the Social Services Administration (SSA).  The position, located in Baltimore, has a staff of 122 and a $26 million operating budget.  

The Executive Director oversees a wide range of Social Services programs throughout the state, including Child and Adult Protective Services, Foster Care, Adoptions and Permanency, Family Preservation and In-Home Independent Living.  Services are provided through 24 Local Departments of Social Services across 23 counties and Baltimore City. 

The SSA Executive Director reports to the Deputy Secretary for Programs, is a member of DHR’s Leadership Team, and serves as the principal advisor to DHR’s Secretary and Deputy Secretaries on all policies, legislation, regulations, and initiatives related to Social Services administration programs.

MINIMUM QUALIFICATIONS

Applicants must have a Master’s Degree in Social Work and a minimum of five (5) years of executive level experience in the administration of human service programs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have extensive leadership experience with social services programs which includes responsibility for budget administration, program planning, implementation, and administration.  Other desired qualifications include strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.

SELECTION PROCESS
