Main Purpose of Job

The primary purpose of this position is to assist the Director of the Center for Analysis & Information Systems with: 1) management and expansion of health care price transparency initiatives undertaken by the Center; 2) conduction of Maryland-focused policy studies, including legislative requests and cross-payer (private, Medicare, Medicaid MCO) analysis; and Maryland health care workforce analysis. The price transparency initiatives are to provide cost and quality information - derived principally from the Commission's database of private insurer claims -  useful in decision-making by consumers, providers, and others. The policy analyses typically provide Maryland-specific information on health care costs/us/quality using the private insurer data, occasionally in combination with Medicare and Medicaid claims data, for Maryland residents held by the MHCC.  The workforce analyses use data from surveys conducted by Maryland health care licensing boards, and provide information on Maryland health care workforce characteristics. 

This position works with the Director to establish goals for each of the above and the analyses/activities to be conducted during the year, develops work plans for the selected initiatives/analyses, including any contractor roles, and supervises/conducts each through to completion, and as such requires knowledge of how claims data is used in cost/use/quality analyses, experience in study design, and project management skills.  This position personally conducts data analyses and supervises programmer analysts, requiring use of SAS analytical software at the intermediate level, familiarity with health claim data analyses, and experience managing staff.  With responsibility for the final content of analytical reports and for presentations of results to the Commission, legislature, and others, this position requires knowledge of:  the current market for health care; trends in utilization, payment and insurance practices; and excellent written and oral communication skills, especially with regard to the interpretation of analytical findings for a non-technical audience.

MINIMUM QUALIFICATIONS

A Master's degree in Public Health, Economics, or a closely related field and seven years of experience analyzing and evaluating utilization of health care services, with at least five years of experience using health claims data and at least four years of experience as a project leader are required. Experience using private insurance claims is required, Medicare is preferred, and Medicaid is desired. Expertise using SAS and experience supervising other analysts are also required. Applicant must be knowledgeable about the health care market place, including payment practices, have excellent written and oral communication skills, and have authored publically available descriptions of at least two relevant analyses.
