Main Purpose of Job

Manage the entire procurement process for Maryland Public Television. Working as the sole procurement professional who will research, develop, modify and write bid specifications for a variety of broadcast-related procurements and will represent MPT at the Maryland Board of Public Works meetings. Conduct pre-bid conferences and review and respond to appeals to any part of the bid process. Modify and implement processes related to MPT's procurement processes, ensuring compliance with applicable state rules and regulations. Will develop and conduct procurement training for staff and ensure that all individuals involved in the procurement process are fully trained.

POSITION DUTIES

* Research, develop, modify and write bid specifications.

* Represent MPT at the Maryland Board of Public Works.

* Conduct pre-bid conferences, review and respond to appeals.

*  Modify and implement processes related to MPT's procurements ensuring compliance with State rules

   and regulations.

* Develop and conduct procurement training for staff and ensure that all individuals involved in the

   procurement process are fully trained.

* Manage the procurement of equipment, services, construction supplies, information technology and other 

   needs which must be obtained through the competitive or negotiated procurement process.

*  Manage independent contractor agreements and MPT's artist exemptions to the independent contractor  

   regulations.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Business, Public Administration, Finance or related field.

Experience: Five years professional experience in procurement administration, including three 

                     years of experience at the management level in contract management and negotiation is

                     necessary.

Notes: Experience as defined above may be substituted on a year for year basis for the required education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Any of the following certifications are highly desirable: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
