Main Purpose of Job

Responsible for developing, implementing, coordinating, overseeing, and monitoring three programs within the Division's Maryland Disability Determination Services (DDS): (1) Social Security Cooperative Disability Investigation (CDI) Unit functions, and adjudicate claims for the Office of Inspector General (OIG) (2) SSA Homeland Security Presidential Directive-12, and (3) local Security Officer as specified in the Social Security laws and regulations as they pertain to the Social Security Disability Insurance and Supplemental Security Income Programs.

POSITION DUTIES

Directs plans, organizes, and supervise staff who participates in the information gathering process that will resolve questions of fraud in the SSA programs. Provide policy interpretations and application of the procedures from the SSA policy. Coordinate and oversees DDS business process for handling the adjudication of fraudulent claims. Works cooperatively with SSA Headquarters, SSA Regional Office, and DDS staff to ensure adherence to SSA's Homeland Presidential Directive 12 (HSPD-12). Oversees the implementation of the standardized credentialing process to all new employees and assists with resolving security-credentialing issues for all staff.  Directs and coordinates the sponsorship and issuance phases of the credentialing process.  Serve as the Local Security Officer with the responsibility for implementing SSA Security policies and procedures.  Establishes, maintains, and updates DDS Security Plan. Conducts annual internal security self-reviews. Monitors the security safeguards pertaining to all automated systems and physical systems. Informs SSA Regional Office of any security breaches, irregularities, problems, or security related needs.  Evaluates security procedures and practices, and conducts training and orientation on all phases of security. When necessary, prepares electronic incident reports and submits to SSA. Administers assignment of top security PINS, passwords.   Coordinates State security activities with DORS Security Officer as needed. Participates in State and Federal Security Audits. 

MINIMUM QUALIFICATIONS

EDUCATION:

Possession of a Bachelor’s Degree from an accredited four-year college or university.  

EXPERIENCE:

Five years of experience in initial claims adjudication.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.  Current supervisory experience is preferred.  

SELECTIVE QUALIFICATIONS

Knowledge of Social Security laws and regulations; knowledge of the analysis and interpretation of complex and varied medical, psychological, and vocational reports; knowledge of research techniques in determining program effectiveness and in recommending course of action for improved performance; skill in communicating both orally and in writing; ability to develop and conduct training; ability to plan and organize assigned work to accomplish established goals in a timely manner; ability to establish effective working relationships; ability to exercise sound judgment and initiative.
