The Department of Labor, Licensing and Regulation, Division of Workforce Development & Adult Learning is accepting applications from qualified candidates for the position of Workforce Development/Occupational Coordinator. Main Purpose of Job

Provide leadership and support to activities within the Correctional Education Program facilitating the successful transition form incarceration to post-release success.

POSITION DUTIES

Develop, prepare, and administer state and federal program budgets that assure the adequacy of funding for all occupational programs and related services Approve all materials and equipment purchases requests for the operation of all occupational and related services. Develop funding sources for annual and long range plans required for acquisition of State and Federal vocational funds. Manage grant resources. Allocate monies to each cost center based on need and student enrollment. Identify and recommend funding for contracts with outside agencies.                  

Outreach and Coordination with Partner Organizations

Represent DLLR and the Division of Correctional Education by promoting the work of the project through frequent contact with community groups, interested individuals, related grass roots programs, businesses and employee organizations (trade unions), local boards and committees and the Maryland One-Stop Center system. Perform liaison functions between/among the prison system officials, DLLR case managers and other One-Stop personnel to maximize the provision of employment and training services to ex-offenders. Establish and maintain links with the DLLR Apprenticeship and Training office, businesses and employee organizations to identify and develop apprenticeship program opportunities that are appropriate to ex-offenders’ skills, education levels and previous training. Conducts outreach to potential community and business partners.

Maintain existing programs and develop, design and implement new programs when necessary. 

Apply current developments and trends in the field of instruction and utilize the information for all aspects of the job function. Identify, implement and communicate correctional education’s goals and objectives. Design and insure that all vocational facilities are properly utilized and maintained and make necessary modifications or replacements. Perform site visits to keep apprised of operational procedures and to provide leadership to instructors. Implement and coordinate standardized curriculum within each    occupational discipline. Plan, develop and implement new programs that will enhance job placement based on job market analyses. Develop community resources and agency partnerships necessary for the successful transition of an ex-offender into employment and community.    

Plan, solicit and negotiate for program services with outside agencies and businesses

Establish contractual services based on site, inmate population and educational need.   Provide assignments and supervisory assistance for contractual employees. Establish and maintain effective communication and coordination with Division of Correction, Institutions of Higher Learning, other state agencies, professional groups, and community businesses. Establish and maintain craft committees and advisory boards for purposes of obtaining community advice and partnerships for all occupational disciplines.       Support and assist the efforts of the occupational skills training programs statewide. Support the CE administrators in the development, design and implementation of occupational and post secondary training programs. Establish a system of communication, networking, collaboration and planning with external sources. Support the State DLLR Secretary and Executive Team to coordinate ex-offender employment initiatives with community partners and other state affiliated agencies    

Plan, design and conduct in-service training activities which will insure adequate staff preparation and instructional program quality;   

Provide in-service training activities that demonstrate successful application based on staff needs. Encourage and provide funding for professional growth development for occupational and related instructors. Participate in professional in-services for personal and professional growth. Serve as a member of the CE Program Leadership Team. Serve as a member of the DPSCS ReEntry Program advisory committees. Provide support to the Director in the operation of CE Program. Represent the Director and CE leadership at meetings as required. Work with MCDA, NCDA, NIC, and MAACCE associations  as necessary. Serve on advisory boards and partnership teams as required.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration/Supervision or a Maryland Advanced Professional Teaching Certificate in Secondary Education or Education Administration/Supervision or eligibility for a Maryland Advanced Professional Teaching Certificate.

Experience: Three years of administrative, supervisory or teaching experience
directly related to the assigned core program area in an education program providing services to an institutionalized or disadvantaged population.

DESIRED OR PREFERRED QUALIFICATIONS

Experience providing services to an institutionalized or disadvantaged population. Experience serving as a member of boards and/or committees and attending meetings with community and civic organizations, and employers to promote the use of Labor Exchange and One-Stop services. Experience in developing MOU’s, letter of understanding and other documents necessary to manage transition partner initiatives.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing.  CONDITIONS OF EMPLOYMENT: Employees in this classification are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.  All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting, credit check and background investigation by the Maryland State Police.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.  DLLR’s Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.
