Main Purpose of Job

This position serves as the agency's chief financial officer and chief operating officer. Responsibilities include planning, directing, and coordinating agency accounting, budget, and procurement operations, monitor the school's federal fund grants (Part B and Medical Assistance) for compliance, planning, development, and implementation of the School's master plan and act as the project manager for design, new construction, and building renovations for the two campuses.

POSITION DUTIES

Directs and coordinates all fiscal operations for the agency, including accounting, budgeting (operating and capital), and procurement, and establishes and oversees the implementation of agency fiscal and procurement policies and procedures in accordance with State and Federal laws, regulations and policies.

Works with Legislative Auditors and other agency auditors to respond to questions and comments as needed. 

Reviews audit reports, prepares recommendation to the Superintendent and writes responses to audit findings.

Serves as the agency’s Financial Management Information System (FMIS) coordinator and is responsible for planning and overseeing implementation of the various system modules.

Serves as the FMIS Functional Security Officer for financial modules.

Represents the school before State fiscal and budget control agencies.

Along with the Superintendent, presents the agency’s operating and capital budget and related information and testifies before the Governor and General Assembly budget committees.

Prepares written responses, testimony, and fiscal notes for the agency as requested.

Represent the School to third parties and coordinates with the correct State agency for land sales and/or other requests as required.

Serves as the Project Manager for design development and construction of new buildings and existing building renovation, this includes participating on the Architect selection committee, the negotiation committee.

Facilitates design meetings with MSD staff and the design consultants.

Attends any related meetings as the Using Agency representative, such as value engineering, commissioning, and design review meetings.

Attends progress meetings and facilitates problem resolutions for the School.

Works closely with DGS and DBM to develop funding and support for MSD facility projects.

Facilitates with the City of Frederick for utility connections, public relations, and other coordination as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited institution in accounting, business administration or finance.

Experience: Seven years of progressively responsible management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of or willingness to learn American Sign Language.

SPECIAL REQUIREMENTS
