Main Purpose of Job

The Maryland Department of Health and Mental Hygiene is seeking a Director of Procurement. This is a leadership position responsible for the Department's procurement and contract responsibilities. This position manages the procurement and contracts process from planning to audit and oversees a significant staff, including direct and indirect supervisory responsibilities. 

The candidate will manage the day to day operations of the unit including the processing and monitoring of more than 200 contracts totaling approximately $700 M, with the services ranging from health care service delivery, IT procurements, to operations and administrative services.

The desired candidate will develop and execute short and long term strategies to facilitate process improvements and innovations in procurement management, as well as deliver high quality customer service and expert advice to executive management, program managers, and internal and external customers.   This position is also responsible for developing policies, training, and other procedures and standards to ensure timeliness and consistency of the Department’s goals and objectives.

This position also oversees the Department's procurement certification program, and serves as a liaison with the Board of Public Works and the Departments of Budget & Management.

In addition to the day to day management of procurement services, the selected candidate will be expected to:

  • Develop recommendations and implement strategies in support of program and process improvements for procurement services, including planning and contract compliance,
  • Ensure the execution and monitoring of standards, controls, policies, procedures and performance metrics to effectively manage the acquisition, reporting, and management of contracts,
  • Develop and enhance positive working relationships with external and internal customers, business partners, and other stakeholders.
  • Update and stay current on procurement policies and procedures and other innovations in support of a highly efficient procurement and contracts department, and
  • Identify recommendations for to optimize resources and continually drive performance and business results.

 

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s Degree from an accredited college or university.  

Experience:  Six years of experience in contract management or procurement to include: initiating, soliciting, evaluating, budgeting, negotiating, awarding contracts, and ensuring compliance with Federal and State governmental procurement laws, regulations, and internal policies and procedures.   

At least two years of this experience must have involved direct supervision of staff and/ or leading other employees. 

DESIRED OR PREFERRED QUALIFICATIONS

Experience with the State of Maryland’s procurement policies and processes, project management, strategic planning & implementation, change management & delivery, and/or some combination of these skills is highly desired.

Experience with managing a Corporate Credit Card program, quantitative analysis, and database management is also preferred. 

One or more of the following certifications: 

  • Certified Public Manager from the National Association of Purchasing Management (CPM);
  • Certified Professional Contracts Manager from the National Contract Management Association (CPCM);
  • Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc.), or
  • National Association of State Purchasing Officers (CPPO/CPPB)
