Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA) mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.

This position will be responsible for leading and coordinating data, programs, and policy efforts across PHPA's five Bureaus. This position will oversee the coordination and implementation of all PHPA requests regarding data held by the Vital Statistics Administration (VSA) and will serve as PHPA's liaison to VSA. Additionally, this position will monitor health data-related gaps and challenges across the Administration and will coordinate collaboration on data access and integration, quality improvement, performance management and evaluation, to address identified gaps, where appropriate. This position will also ensure regular reporting and synthesis of Administration data to inform the development of more integrated interventions, policies, and procedures and to support decision-making.  This position will help facilitate access by stakeholders to Administration data and will be responsible for tracking and understanding CRISP projects across the Administration to ensure integrated approaches where possible.

Further, this position will be responsible for planning, coordinating and organizing the Administration's response to new and emerging initiatives, and for organizing strategies across the Administration for programmatic success. Current examples of these include the review of the Primary Care Needs Assessment; evaluation of various program offices to ensure goals, efficiencies, and compliance progress, the Health Enterprise Zone initiative, and health equity initiative, among others. This position will be responsible for providing leadership in the planning, coordination, implementation and evaluation of statewide public health initiatives that include an aggressive health policy and equity agenda that addresses gap in social inequalities and health inequities.

Finally, this position will be responsible for assisting with developing policy agendas and writing position statements; identifying potential grant opportunities; and ensuring system integration across the Administration in terms of program and new initiatives, while growing and sustaining a new office structure.

MINIMUM QUALIFICATIONS

Master's degree and two year of health or human services experience including policy development and strategic planning and two years at the supervisory or management level.  A Doctorate degree will substitute for two year of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in data management and analysis, and should be able to implement programs, conduct performance monitoring, evaluation and outcomes. The applicant should have experience in systems integration, working with community based organizations, health care organizations, academic institutions and all levels of government.
