Main Purpose of Job
This is a professional position serving as the Manager of the Child Care Subsidy Branch responsible for providing leadership, management, and the oversight of Maryland State Department of Education’s (MSDE) delivery of child care services to approximately 18,000 children statewide and the administration of $1 million in State and federal funds.
POSITION DUTIES
Provides leadership and direction in the development, revision, implementation and administration of the Child Care Subsidy Program (CCSP) State regulations, policies, and procedures with which local departments of social services; assures compliance for low-income families having access to quality child care; recommends changes to program components to satisfy stakeholder needs; articulates and communicates agency and program goals; assesses and manages training and technical assistance; develops and facilitates relationships with various constituencies to include early childhood educators, local, state and federal agencies, advocates, legislators, and elected-appointed officials; establishes goals and objectives for the CCPS concerning early childhood initiatives for families of low income.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree or equivalent 36 post-baccalaureate credit hours of course work in Education, Education Administration/Supervision, Early Childhood, Social Work or a closely related field.
EXPERIENCE: Eight (8) years of professional administrative experience in management, administration and/or supervision of Child Care Licensing Programs.
NOTE: Two additional years of experience as defined may substitute for the Master’s Degree.
SELECTIVE QUALIFICATIONS
Knowledge of Early Learning and Child Care programs; knowledge of Child Care Subsidy operations and the provision of childcare for low-income families; knowledge of federal and state laws, regulations, policies and issues governing education programs for Early Learning; skill in managing multiple tasks, identifying potential issues, and recommending solutions; skill in analyzing policies, regulations, and legislation; skill in communicating detailed policy information to a variety of audiences; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing to a variety of constituencies.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
