Main Purpose of Job

The position functions as the Director of the Maintenance Operations within Aviation Command of the Maryland State Police. The Director is responsible for managing, directing and overseeing administration of the Maintenance Operations Program for the Maryland State Police fleet of helicopters and fixed wing aircraft. The Director ensures proper aircraft maintenance, production control, and airworthy conditions at all times in accordance with the applicable Federal Aviation Administration (FAA) Regulations, manufacturer's specifications and the Maryland State Police Repair Station manual. The Director supervises the Aviation Technician Inspector Supervisor classifications within his Operations and has oversight of a $6 million operating budget for Maintenance Operations. The Director is responsible for the overall management and daily operations of Maryland State Police's FAA Part 145 Certified Repair Station.

POSITION DUTIES

  Directly responsible to the MSPAC Commander for the overall operation of the MSPAC FAA Part 145 Certified Repair Station.    Ensures compliance with all applicable FAA Regulations and technical data approved by the FAA administrator.    Ensures the proper licenses and paperwork associated with the repair station and aircraft are to be maintained at all times.    Ensures proper revision of the Repair Station Manual and normal contact with the local FAA Administrator is maintained to assure airworthy aircraft are available in all medevac sections.    Manages the aviation maintenance and inventory control system currently known as AvTrak for helicopters and Synapse Mx for Fixed Wing.   Provides management oversight of $6 million budget to include formulating budget information for the up-coming years, as well as monitoring the funds spent each year to assure a balanced budget.  Responsible for all administrative functions and daily activities of Maintenance Operations.    Completes the weekly work schedules for the Aviation Technician Inspector Supervisors assigned to Production Control.   Functions as the first line supervisor of the Aviation Technician Inspector Supervisors and the second line supervisor to the MSP Avionics Technician, Aviation Maintenance Technician Helicopter Lead and Aviation Maintenance Technician Helicopter classifications.  Ensures all work records are properly executed by the responsible Aviation Technician Inspector Supervisors upon completion of every job task. Writes inspection work sheets before a job is started, as well as checking work sheets upon completion of a job to ensure compliance with the applicable regulations.    Ensures all work is performed in accordance with all FAA regulations, manufacturers’ specifications and regulations of the MSP and MSPAC.  Ensures compliance and maintenance of an up-to-date technical data file and library, which will include overhaul manuals, current revisions, service bulletins, airframe and power plant manual/specifications, FAA airworthiness directives, and all applicable FAA regulations.   Performs additional tasks as prescribed by the MSPAC Commander.

MINIMUM QUALIFICATIONS

Education:       Bachelor’s Degree**  

Experience:     Four years of Aviation Management experience in a multi aircraft operation  

Note:  **  Four additional years of Aviation Management experience may be substituted for the education requirement.                                      

All candidates must meet the minimum requirements outlined in the State’s specification sheet for the Program Manager III (5478) classification.

DESIRED OR PREFERRED QUALIFICATIONS

.  Aviation maintenance experience in turbine powered helicopters

Current FAA Inspection Authorization

·  Bachelor’s Degree in Aviation management or similar discipline

·  Aviation management experience under FAA Part 135

·  Aviation management experience under an FAA Part 145 Repair Station

·  Experience in FAA Approved Aircraft Inspection Program, Acquisition Management System and Minimum Equipment List programs

LICENSES, REGISTRATIONS AND CERTIFICATIONS

·  Employees in this classification must possess a valid FAA Airframe and Power-Plant Mechanic Certificate

·  Employees in this classification may be assigned duties which require the operation of a motor vehicle. As such, employees will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs

2.  In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.
