This office is approximately 95 miles southeast of Baltimore, 65 miles southeast of Washington, DC and Annapolis, and 95 miles northeast of Richmond, Virginia.  It is on the western side of the Chesapeake Bay.

Main Purpose of Job

To serve as Assistant Director For Adult, Child and Family Services in planning, organizing and directing the agency social service program. Be directly responsible for and provide administrative direction for the services supervisors and the services components of the agency in its work of supporting and protecting individuals and families and providing opportunities to attain stability and economic independence for the customers and community of St Mary's County. Position provides leadership in the area of attaining/maintaining Accreditation and Strategic planning. Position provides program leadership in Foster Care, Adoptions, Child Protective Services, In-Home Consolidated Services, Adult Services, Adult Protective Services and Family Preservation.

POSITION DUTIES

·Manages and leads to provide long and short term planning efforts for the services, funding, staff and other resources required by the Department to carry out State law, programs and policy to provide public social services,

· Manages and leads to develop and implement programs and policies to provide social services to the customers in St. Mary’s County, including implementation of State programs and development of grant proposals for federal, State, local or privately funded pilot/demonstration projects. Establish and maintain procedures and controls and evaluate efficiency, effectiveness, and quality of services.  Provide administrative review of all aspects of services programs to improve the quality of local operation.  Study and analyze administrative and social work practices and procedures.  

· Manages and leads to coordinate the services and programs of the Services Division of the Department, within the Department and with other agencies, advocacy groups, and advisory groups in the community.  Represent the Department on a variety of community boards and councils.  

· Manages and leads to provide direct administrative direction and supervision of supervisory level staff reporting to this position.  Review work of service supervisors, assist them in evaluating worker performance.  Analyze training needs of services staff and work with the Staff Developer in coordinating an overall services training program.  In areas of social work expertise conduct staff in-service training for supervisors and social workers.  Participate with the Human Resources Manager in interviews and selections of new staff. Assist supervisors in evaluating staff performance, reclassification and promotion of staff, and appropriate disciplinary actions.  

· Manages and leads to provide fiscal management of service programs in the development of the NPS Service Division budget, grant requests, and local budget.  Monitor and manage Service Division funds.  

· Manages and leads to serve on State Task forces and advisory groups charged with the responsibility for developing plans and policies for State programs and improving the administration and management of service programs.    

MINIMUM QUALIFICATIONS

Education: Possession a Master's Degree in Social Work from an accredited college or university approved by the Maryland Board of Social Work Examiners.

Experience: Seven years of professional experience in a social work  capacity in a public or private agency or institution, three (3) years of which must have been in an administrative, supervisory or consultative capacity.

 

SELECTIVE QUALIFICATIONS

Four years of experience in Child Welfare. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possession the following:

Working knowledge of community partnerships in St. Mary's County.

Experience in child, family and single adult welfare, experience working with the Maryland court system and experience working with homelessness. 

Experience in interdisciplinary teamwork.

Ability to identify and develop needed resources and practices that support the population of the community.

Experience with performance improvement efforts and systems and quality assurance.  

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in St. Mary's County, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees are required to be licensed as a Certified Social Worker-Clinical by the Maryland State Board of Social Work Examiners for a period of time specified by the Board prior to appointment to social work supervisor positions in State service.  (COMAR 10.42.08.04 effective July 1, 2004.)

Employees in this classification may be assigned duties that require the operaiton of a motor vehicle.  Empoyees assigned such duties will be reuqired to possess a motor vehilcle operator's license valid in the State of Maryland.
