The Public School Construction Program, a State agency, has a position available for a Maintenance Inspector with its Maintenance Inspection Program.

 

This is a Management Service position which serves at the will of the Appointing Authority.

Main Purpose of Job

Assess the level and qualify of maintenance being performed in local school jurisdictions as directed by the Public School Construction Program. This position relates to the mission of the agency by assessing the level of maintenance implemented by the LEAs to extend the life of their school building/systems.  Such assessments and reports ensure that the State investment in school facility improvement will be well protected, that capital improvements will not be needed prematurely due to lack of maintenance, and that students, teachers and educational support staff in the State of Maryland will be provided with safe, healthy, and educationally supportive learning environments. These surveys are performed in accordance with established procedures. Thirty-five systems and components related to physical plant and infrastructure at each facility are surveyed. An evaluation is made and a rating is given based on observed indications of maintenance and custodial care and the condition of the systems and components at each school. In addition to maintenance assessments, compliance with building codes as they relate to health and safety, an asbestos management plan and an emergency preparedness plan are noted for each surveyed school. A written response indicating a corrective action plan for deficiencies must be submitted by the LEA within 30 days of receiving the PSCP's written assessment. Schools that receive an overall rating of "Not Adequate" or "Poor" must have deficiencies addressed and repaired to an acceptable level within a 60 day period from the date of the notification, and are resurveyed in the following year.

POSITION DUTIES

The position involves both physical inspection of facilities and detailed written documentation, communication, and reporting.  In partnership with another State Maintenance Inspector and under the leadership of a Program Manager, this position will perform over 200 annual maintenance inspections, and will provide analysis and clearly written post-inspection reports that will be finalized by the Maintenance Program Manager assisted by the Team Administrator.  The reports will be provided to school system officials, the Interagency Committee on School Construction (IAC), and the Board of Public Works (BPW). 

 

Inspections are performed in accordance with established procedures.  Thirty-five systems and components related to the physical plant and infrastructure at each facility are surveyed.  For each category, an evaluation is made and a rating is given based on indications of maintenance and custodial care, as well as the condition of the systems and components at each school.  Although not the primary objective of the survey, issues related to health and safety are also noted, including the presence of an asbestos management plan and an emergency preparedness plan.  This position participates in team activities throughout the year in order to maintain a high quality of reporting and to achieve the overall completion schedule.

 

This position will require:

-       availability to work early or extended hours as required to meet deadlines;

-       good physical condition with good eyesight and hearing, and the ability to stand, walk and ride

      in a  vehicle for considerable amounts of time as well as occasionally to reach, stoop, kneel, or

      crouch;

-       strict adherence to confidentiality conventions;

-       effective communication and coordination with supervisor at all times;

-       possession of full capacity high-speed internet connectivity at employee’s residence;

-       a current Maryland driver’s license and dependable use of the employee’s personal vehicle for

      travel to school inspections; and

-       ability to occasionally travel to and stay overnight in all parts of Maryland.     

      (Mileage and accommodations for overnight stay will be reimbursed.)

 

A word processing and a spreadsheet exercise related to school facility maintenance will be required at the time of interview.

MINIMUM QUALIFICATIONS

EducationPossession of a high school diploma or equivalent.

           

ExperienceFive years progressive experience in the operation and maintenance of large facilities, with verifiable experience in the inspection of institutional facilities, maintenance evaluations, and associated reporting.

 

or

 

Four years of experience working as a maintenance program officer or facility manager for multiple facilities, or a single major building for a public owner or large institutional owner.

 

or

 

Possession of certification or professional licensing in fields such as mechanical maintenance or construction, electrical maintenance or construction, code compliance, fire safety, and/or similar fields in the facility building and maintenance industry.

 

Note: 

 

1.  Candidates may substitute comparable experience that demonstrates knowledge of building components and maintenance principles and practices, such as management of a maintenance or construction-related business, on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

-       Knowledge of maintenance inspection techniques;

-       Knowledge of building envelope, electrical and mechanical systems for large public and/or

      commercial buildings;

-       Familiarity with public school design and operations;

-       Demonstrated experience writing documents that include observations, evaluations or analysis

      to  explain or advance an overall objective of an organization; 

-       Familiarity with the operations of Maryland State government;

-       Competent working knowledge of Microsoft Word and Excel computer application

      and  Google Chrome;

-       Excellent verbal and written communication skills, including mastery of grammar and

      spelling and the ability to convert written inspection notes into professionally written

      comments and formal reports.  

-    Experience must include quality writing skills, including a standard word

     processing application, preferably Microsoft Word.
