Main Purpose of Job

This position serves as the Deputy Director for the Dept of Human Resources (DHR), Family Investment Administration (FIA), Bureau of Long Term Care (BLTC) and assists the Director in the administration of the direct delivery of services for Long Term Care. The incumbent in this position has direct responsibility for the day to day operation of the Medical Assistance Long Term Care Eligibility Determination Division and the Statewide Special Functions Units. This position provides supervision of case development, processing of long term care stays of less than 30 days and Medicare co-pay stays, nursing home transfers, and requests for non-covered deductions and processing of new applications, determining initial eligibility and redetermination of eligibility for recipients for Anne Arundel, Baltimore and Prince George's Counties and Baltimore City.

POSITION DUTIES

Oversees and manages the activities of the Medical Assistance Long Term Care (MA/LTC) Eligibility Determination supervisors to ensure program accuracy; accesses information using automated and manually generated reports to track timely and accurate decisions for Long Term Care applications, re-determinations, and interim changes within the Bureau; ensures timely eligibility determinations are made based on MA/LTC program policies; monitors overdue cases to determine deficient areas; makes recommendations for corrective action; establishes and maintains regular contact with providers to review processes and procedures; hosts individual monthly meetings with nursing home regional directors; schedules and conducts group and individual conferences for policies clarification, work assignments, and personnel issues; interprets FIA and MA/LTC policy transmittals, resolves problems cases and ensures prompt response to inquiries; compiles and furnishes statistical reports to the Director in order to assist with progress made by the Bureau; evaluates on a continuing basis, the job performance of the supervisors; maintains attendance records , informs staff of appropriate personnel practices; counsels and recommends personnel action for employees including written reprimand; and maintains open lines of communication with hospital liaisons, nursing home administrators, social workers, community representatives and Director.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Six years administrative or professional experience. Four years of this experience must have included at least one of the following: performing project management or contract management or determining eligibility for a governmental assistance program.

SELECTIVE QUALIFICATIONS

-       Candidates may substitute comparable experience that demonstrates knowledge of building

      components and maintenance principles and practices, such as management of a maintenance or

      construction-related business, on a year-for-year basis for the required experience.

 

-       Experience must include quality writing skills, including a standard word processing application,

      preferably Microsoft Word.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Knowledge of Long Term Care policies and operations.

Administrative, professional or technical work experience must have involved supervision of other employees or exercising responsibility for program development.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Mechanical maintenance or construction, electrical maintenance or construction, code compliance, fire safety, and/or similar fields in the facility building and maintenance industry.
