Main Purpose of Job

To provide leadership and support in the development, implementation, coordination and monitoring of the statewide Division of Rehabilitation Services programs for both students with disabilities Transitioning from high school to either post-secondary training or employment, and for individuals requiring Supported Employment programs. Also, to develop and coordinate staff training activities related to Transitioning and Supported Employment services.

POSITION DUTIES

Coordinate the Division’s Transition and Pre-Employment Transition Services (PETS). Identify needs, coordinate planning and implementation of services, projects, initiatives and programs to expand and enhance statewide Transition programming; coordinate implementation of the VR State Plan goals and objectives for transitioning services; assure coordination of transitioning within DORS Offices (WTC, OFS, OBVS) and with other Divisions of MSDE and other state agencies and community organizations; provide support to the Governor’s InteragencyTransition Council; provide training and technical assistance to DORS staff, local school systems, employers and other state and local agencies to enhance and expand school to work transition opportunities and practices statewide; coordinate quarterly meetings of DORS Transition and Pre-Employment Transition Specialists.

Coordinate Employment First supported employment services for DORS: determine effectiveness of current Employment First policy, procedures and practices; identify needs, coordinate planning and implementation of services, projects, initiatives and programs to expand and enhance statewide services; provide training and technical assistance to DORS staff, community rehabilitation programs and other state and local agencies to enhance and expand opportunities and practices.

Represent DORS on internal and external committees and work groups related to transitioning, Pre-Employment Transition Services and Employment First supported employment services.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or at least 36 hours of equivalent post-baccalaureate course work.

Experience: Three years of administrative, librarian, teaching, or rehabilitation work in education, library, or rehabilitation programs.

Note: Two additional years of experience may be substituted for the Master’s Degree or 36 hours of equivalent post-baccalaureate course work at the III level. 

SELECTIVE QUALIFICATIONS

Knowledge of administration and direction of rehabilitation programs including laws and State and Federal regulations pertaining to the state plan and the rehabilitation process; skills in organizing, developing and presenting staff development/training programs and technical assistance; ability to work as a team member; ability to communicate effectively both orally and in writing; knowledge of the planning process including development of goals, objectives, strategies and performance measures; skill in facilitation of groups; ability to meet deadlines; ability to establish and maintain effective relationships with agency administrators, State, Federal and local officials and with the general public; ability to exercise initiative and sound judgment in making decisions and assessing program needs; requires statewide travel and attendance at some evening meetings; ability to utilize electronic data process and similar systems.

DESIRED OR PREFERRED QUALIFICATIONS

Education:  A Master’s Degree in Public Administration, Rehabilitation Counseling or a closely related field is preferred. Coursework in Management, Supervision, Public Administration is also preferred

Experience:  Three years as a VR Technical Specialist or Vocational Rehabilitation Supervisor that includes working with Transitioning Youth is preferred.

Certification:  Achievement of the Certified Rehabilitation Counselor through the Commission on Rehabilitation Counselor Certification is preferred.
