Main Purpose of Job

Provides support to schools and systems with low performing schools. The specialist will have responsibilities for providing technical assistance to Title I schools and systems as implement strategies and programs to improve student performance. In addition, the specialist will have responsibilities in the implementation of Maryland’s Title I 1003(g) School Improvement Grant (SIG) with identified schools and school systems. The position will monitor and keep track of fiscal components of assigned Title I and ESEA programs and provide support to identified school systems on the requirements of The Elementary and Secondary Education Act. The specialist will assist in the, development, implementation, and evaluation of federal and State programs to improve the teaching and learning of disadvantaged children in Maryland.

POSITION DUTIES

Provides technical assistance to schools and local school systems on effective practices that lead to increased academic performance of schools receiving Title I, Part A funds, Title I Section 1003(a) funds and/or School Improvement Grant funds (SIG). Provides accurate interpretation and guidance on the ESEA and amended ESEA for schools and school systems. Research, compile and provide technical assistance to schools and local school systems on school improvement and comprehensive school reform. Maintains mandatory LEA visits for specific purposes (i.e. validation, school wide program, targeted assistance programs, schools in school improvement, professional development, teacher qualification, parent involvement, and Title I monitoring. Performs other duties as assigned. 

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Education Administration/Supervision, Educational Research, Education Policy or a related field.

EXPERIENCE: Four (4) years of professional teaching or administrative/supervision experience in or affiliated with, an education program, including two years of experience coordinating or administering an education program directly related to the position.

DESIRED OR PREFERRED QUALIFICATIONS

Fiscal experience in or affiliated with education programs is preferred.
