Introduction

The Investment Division of the State Treasurer's Office primarily invests the cash balances that are temporarily idle between the time revenue is collected and the time budgeted amounts are disbursed.  The Division is also responsible for a number of longer-term investment activities associated with the purchase of 20-year development easements on agricultural land and the payment of lottery prizes over 19-year periods.  The Division manages the investment of General Obligation bond proceeds and also directs the short-term and long-term investments of a number of trustee accounts under State agency revenue bond indentures.  Investments are made according to the State law and the Treasurer's Office Investment Policy.

Main Purpose of Job

This position is responsible for the management of all Statewide Investment and cash management activities and ensures that such activities conform to all statutes, regulations and policies governing the investment and safekeeping of public funds. The Deputy ensures the safety of public funds by using only authorized investment instruments and monitoring the cash flow activities of the State. This position is charged with strategizing, developing and implementing policies and procedures which promote automation in all areas of cash management. In addition, this position will provide direct guidance and technical assistance to employees within the Investment Unit.

MINIMUM QUALIFICATIONS

Possession of an applicable Bachelor's Degree from an accredited four-year college or university

DESIRED OR PREFERRED QUALIFICATIONS

The Ideal Candidate Should Have:

  • Comprehensive experience in Fixed Income Investments
  • 5 years of  experience in State or local government investing and cash management
  • At least one year of experience in a supervisory role
  • Excellent verbal and written communication skills

Note:  Applicants may substitute graduate level education in an applicable academic field from an accredited college or university at the rate of one year of education for one year of experience

LIMITATIONS ON SELECTION

Candidates must be willing to work in the Annapolis area

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation including licensure, criminal and credit history

Candidates selected for interview may be required to submit a professional writing sample.

 

This is a Management Service position which serves at the pleasure of the Maryland State Treasurer and her designated appointees.
