Main Purpose of Job
This position is responsible for managerial oversight and executive leadership of the Department of General Services, Human Resources Office to include planning, directing, controlling, organizing and managing all functions. The HR Administrator IV advises managers on all HR issues, including employee relations, recruitment, examination, selection, hiring, staff development, training, classification and compensation for the Department of General Services. This position supervises HR staff including individuals who handle grievances, disciplinary hearings, and settlement conferences. The Department of General Services has employees in both Baltimore and Annapolis and consists of the following divisions: Procurement & Logistics, Real Estate, Facilities Planning, Design & Construction, MD Capital Police, and Building Operations & Maintenance.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited four year college or university.
Experience: Five years of professional personnel work in the areas of job evaluation, employee recruitment and selection, employer-employee relations, personnel program evaluation, and personnel policy formulation.
Notes:
1. Thirty graduate credits from an accredited college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.
2. Professional personnel management work experience may be substituted on a year for year basis for up to four years of the required education.
