Main Purpose of Job

This position is responsible for a variety of personnel management functions while providing recruitment and employment services within the Department.  In addition to performing recruitment functions, the incumbent will also serve as the Employee Benefits and Retirement Coordinator for the Maryland Department of the Environment’s Office of Human Resources.  Core working hours of this position are 8:00 a.m. to 5:00 p.m. with an hour lunch or 8:30 a.m. to 5:00 p.m. with a ½ hour.  Coverage until 5:00 p.m. is mandatory.   In this capacity, the incumbent provides guidance, direction and counsel to all employees in the following programs:

  • Health Benefits 
  • Leave Benefits 
  • Retirement Benefits 
  • State’s Telework Program 
  • Chesapeake Employers Insurance (formerly Injured Worker's Insurance Fund) 
  • Tuition Reimbursement 
  • Family & Medical Leave Act 
  • Medical Monitoring Program
  • MDE’s Orientation Program

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience:  None. 

Notes:        

1. Professional HR management work in the areas of recruitment,  classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.  

2.Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education.  

 

DESIRED OR PREFERRED QUALIFICATIONS

It is highly preferred that the ideal candidate will have:

  • Knowledge of Maryland State Government Recruitment & Selection process as well as Employee Benefits. 
  • Knowledge and/or experience with Health and Retirement benefits and functions. 
  • Proficiency with MS Office (Access, Excel, Word, Powerpoint) as well as Google. 
  • Knowledge of the JobAps on-line applicant system and its core functions as it relates to recruitment and examination activities.

LIMITATIONS ON SELECTION

Limited to permanent and contractual employees of the Maryland Department of the Environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
