Main Purpose of Job

This position performs engineering-related duties required of the Inspection and Maintenance Division of the Mobile Sources Control Program. The duties consist of engineering support and data analysis activities required by Maryland's Vehicle Emissions Inspection Program (VEIP) in fulfillment of the Department's quality assurance obligations.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a comprehensive list of duties, nor is it restrictive of job assignments.

Performs engineering and statistical analyses of vehicle emissions and quality assurance data generated by the Vehicle Emissions Inspection Program (VEIP).  Maintains VEIP data bases.  Prepares technical reports and graphics summarizing findings and advising management of significant issues.

Performs engineering related research regarding emissions inspection equipment, methods, and procedures.  Writes technical reports summarizing findings and making recommendations.

Evaluates air quality benefits of the VEIP and other mobile source control programs through computer modeling and spreadsheets analyses.  Prepare reports and graphics summarizing findings.

Monitors implementation of MDE's portions of the VEIP's operations, including testing and quality assurance procedures, to ensure compliance with technical specifications, and State and federal regulatory requirements.

 

 

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

 2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience working with Access database applications;
  • Experience working with MSWord Office Applications, (i.e., Word, Excel and PowerPoint);
  • Research related experience, (i.e., processing data, analytical work, data analysis);
  • Experience in the area of computer software/programming;
  • Experience in an automotive type setting,(i.e., customer service at as service station, diagnostics at a service station, dealership, etc).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application. 

Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year.

This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. 

Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.

You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply. 

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
