LOCATION OF POSITION

The current vacancy exists in the Division of Capital Construction and Facilities Maintenance, 6776 Reisterstown Road, Baltimore, Maryland 21215.

Main Purpose of Job

The main purpose of this position is to function as a Graduate Engineer with expertise in Mechanical Engineering and performing work relating to the design and construction of approved (funded) State’s correctional facilities capital projects.

POSITION DUTIES

Job duties include, but are not limited to:

·         Reviews specifications and designs plans for new or existing approved capital projects relating to the correctional facilities submitted by the consultants for determining the compliance with sound mechanical engineering practices, established standards, codes and regulations.  Attends review meetings with the Architects and Engineering consultants.

·         Engineers, plans, designs, and writes specifications, prepares estimates, and produces drawings/sketches for the new or renovation of existing capital projects or approved in-house mechanical engineering projects.

·         Plans, directs, and coordinates any specially assigned capital construction projects from the program phase (including assisting with development of the program) through the design, construction, and post-construction phases.

·         Advises the Division staff in investigations, evaluations, preparations of project programs and cost estimates.  Evaluates cost estimates prepared by consultants pertaining to mechanical engineering as needed for new or existing approved capital projects.

·         Makes site visits to assess the mechanical problems at the various correctional facilities and make recommendations.

·         Writes Request for Proposals (RFP) for Construction Inspection & Testing and In-House construction projects and prepares Bid packages for these projects.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Two years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education and experience requirements.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred, but not required:

  • Licensed professional engineer with specialization as a mechanical engineer
  • LEED Accredited Professional

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
