Main Purpose of Job

The main purpose of this position is to function as the Division Chief for the Division of Cost Accounting and Reimbursements. The Division of Cost Accounting and Reimbursements is comprised of two sections, Cost Accounting and Reimbursements. The Cost Accounting section is responsible for preparation of the annual Medicare and Medicaid cost reports for DHMH facilities, preparation of the Federal Indirect Cost Rate and DHMH Indirect Cost Rate of regulatory boards and commission, coordination of post audit settlement process for DHMH human service contracts with local health departments and private providers, and establishment of the billable rates utilized by local health departments, private providers, and State facilities. The Reimbursements section is responsible for billing and collecting the cost of in-patient and out-patient services provided at DHMH facilities. This activity results in the collection of $50 million in State revenues. This activity also entails maintaining the Hospital Management System (HMIS), the main database for medical hospital billings.

MINIMUM QUALIFICATIONS

A bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in accounting and related courses, including or supplemented by three credit hours in auditing. In addition, six years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting, systems accounting, or federal fund accounting and three years supervising or managing professional staff in a fiscal or accounting environment.

Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.  Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.  Applicants may substitute one year of professional auditing experience for one year of the non-supervisory/management experience.
