Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Services, in Annapolis, Maryland, is currently accepting applications for an Accountant Supervisor I. The main purpose of this position is to supervise the accounting functions of DNR related to the receipt of federal funds. In addition, this position is responsible for establishing policies and procedures related to the accounting of federal grants and preparation of the annual G-8 grant reconciliation for the Comptroller of the Treasury. Additional duties include the supervision of two professional support staff pertaining to the accounting and billing of federal grants.

The selected candidate is responsible for the preparation and submission of the annual indirect cost proposal for the Department. The incumbent supervises the preparation of the monthly, quarterly and annual submissions of financial status reports required by federal agencies. In addition to the federal grant duties, this position is responsible for supporting the Director of Finance and Administrative Services, the Associate Director of Budget and Grants and the Associate Director of Accounting and Payroll in the preparation of the annual budget, closeout related matters and other fiscal related duties as assigned. Another component of this position is to perform duties as the Fiscal Officer for the Finance and Administrative Services unit. Duties include the preparation of monthly expenditure projections for the unit as well as the comparison of actual expenditures to budgeted appropriation in the approval of expenditures for the unit. Lastly, this position reviews miscellaneous journal entries to ensure compliance with State fiscal and DNR policies and procedures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).    

Previous experience in federal grant accounting and management is preferred.

Previous supervisory experience is preferred.

Experience in the analysis of expenditures in comparison to the budgeted appropriation is preferred.
