Main Purpose of Job

The main purpose of the Fiscal Services Officer II position is to perform all fiscal services for the Metro and Southern Regions in accordance with fiscal policies and procedures prescribed.

POSITION DUTIES

The Fiscal Services Officer II will review and approve expenditures according to the Department’s budgetary coding, availability of appropriations, and any discrepancies in procurement. The incumbent will analyze monthly expenditure reports to determine the appropriateness of budgetary codes and funds. The incumbent will present proposed adjustments to budgetary codes to the Fiscal Services Chief. The Fiscal Services Officer II will review and approve payroll for the Department’s state operated facilities, county offices, and support staff. The incumbent will be responsible for payroll adjustment reports when necessary.

The Fiscal Services Officer II will review reconciliations of various fiscal services documents prepared by other Fiscal Services staff members. The Fiscal Service Officer II will review various monthly fund balances to ensure no negative balances in the funds. The Fiscal Services Officer II will prepare quarterly expenditure and revenue projections. Additional responsibilities include implementing and modifying existing automated accounting systems to meet the needs of the Department of Juvenile Services.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

 Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

 Notes:

 1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

 2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

 3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates who possess at least two years of accounts payable experience that includes:

  • One year of payroll experience
  • One year of fund accounting experience
