Introduction

The Maryland State Retirement Agency (Agency) is the administrator of the Maryland State Retirement and Pension System (System).  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active and former vested members and more than 147,000 retirees and beneficiaries.

Main Purpose of Job

The main purpose of this position includes, but is not limited to:

* Serving as the agency's principal contact with the staff of participating governmental units regarding the reporting of active member payroll data and the remittance of employee retirement contributions.

*  Providing supervision and coordination to MSRA staff responsible for the receipt, tracking, and processing of employer supplied payroll data.

*  Providing periodic reports to management regarding the compliance of participating employers with State Retirement and Pension System mandated reporting requirements.

*  Acting as the principal interface between the Payroll Unit and the Systems Division with respect to the processing of Payroll Data and Adjustments.

POSITION DUTIES

The Fiscal Accounts Technician Supervisor is responsible for directing and coordinating the flow of information between the Payroll Collection Section and the Payroll Validation Section, thus facilitating the accurate and timely reconciliation of reported payroll contributions and employer remittances; 

Monitoring the tracking, updating and reconciliation of incoming payroll data on an Excel spreadsheet which requires requesting, monitoring and logging payroll schedules from all participating employers, setting up the fiscal year Excel spreadsheet, and assisting payroll maintenance staff with updating and tracking all received payroll information. The payroll tracking files need to be monitored for potentially late agencies in order that the agencies are contacted prior to being late.

Creating and submitting a monthly lateness report to the Accounting Division to invoice any agencies that report late payroll data.

Other duties include acting as the first point of contact in communicating payroll information to participating agencies, assisting agencies in the proper submission of payroll information including providing agencies with payroll reporting software included in the welcome package.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:Strong preference will be given to applicants that possess the following:

* A+ certification

* Intermediate to expert level experience using Microsoft Excel

* Six months' of experience using the UltraEdit (or similar software) software application 

* Six months' of experience manipulating large data files using UltraEdit (or similar software) and Excel
