Main Purpose of Job

To function as fiscal technician and perform other duties as needed.

POSITION DUTIES

Automated Fiscal System (AFS)- Input new vendors, new account codes; reconcile Administration, County Government, Assistance and Lay Fund accounts. FMIS System - Input new vendor; do all address change requests via fax to Annapolis; receive all inventory bought on purchase orders in system CARES System - Input all overpayment receipts; receive Central Collections Unit reports, verify and investigate information on reports, input information in CARES or request checks for money not due Cecil Co. DSS; process all interim assistance reimbursements to the Social Security Administration and make sure the money is deposited, entered and posted into the system. Reports Prepare Assistance portion of monthly 302 reports; prepare payments outside CHESSIE variance report to DHR; prepare monthly Adoption and Foster Care payment reports for approval by Assistant Directors; run Business Objects reports for Adoption and Foster Care payments processed through the CHESSIE System; prepare variance report on Adoption and Foster care payments; record all Foster Care payments made outside CHESSIE System on 305 cards; prepare monthly spreadsheets using all payments to track excess Foster Care money; prepare monthly CARES reports and input data to verify/reconcile all food stamp, cash assistance and general assistance overpayment accounts with DHR; prepare a monthly report of all receipts for overpayments and reimbursements received, and request checks to clear out the in/out accounts at the end of each month; prepare yearly 1099 report and disk for submission to DHR for timely completion of 1099's; serve as liaison for 1099 problems between various vendors and Comptroller's office. Miscellaneous - Do bank reconciliation on adult checking and children's trust accounts; verify accuracy of all deposits on bank deposits; do stop payments through the bank on checks over 90 days old; do journal entry request after stop payment is done on a check; do all daily deposits for bank and fill out cash receipts form 744; use Foster Excess funds report monthly to request checks for children's accounts if there is any access; reconcile EBT cards, Gift cards and Petty Cash monthly; Complete 'Representative Payee' reports for customers who receive Social Security Benefits; prepare Request State Assistance Advance to replenish Assistance checking account; act as liaison with banks to handle problems that may occur with our various bank accounts; handle requests for stop payments or reissuance of checks through the Maryland Comptrollers' Office. Special Project - Assist and conduct special projects and data compilation to achieve efficiency of operations while maintaining appropriate internal controls at the discretion of the Fiscal Services Officer. Emergency Preparedness - Participate when called upon to support Emergency Support Function #6, as outlined in the State of Maryland Emergency Operations Plan in order to safeguard the citizens of the State of Maryland during emergency events by responding in a timely manner to a site designated by the local Director and/or Emergency Operations Manager.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
