Main Purpose of Job

POSITION DUTIES: The Department of Information Technology (DoIT) is seeking a candidate to serve as the Assistant Director of Statewide Interoperable Communications. This position is responsible for assisting the Director, Statewide Interoperable Communications in the management of two major DoIT programs: 

The Maryland FiRST Statewide 700 MHz Public Safety Communications System. This Land Mobile Radio network provides a common infrastructure used to support the radio communications and interoperability requirements of all State agencies and other participating entities (i.e. county and municipal public safety organizations).

The FirstNet nationwide public safety broadband network. Managing this program for the State of Maryland will be the primary responsibility of this position. The incumbent will be responsible for overseeing the outreach, state consultation and state plan development activities of the FirstNet program; Lead the evaluation effort of the upcoming Federal proposed State Plan for Maryland; Advise and assist the State's leadership in the formulation, planning and implementation of the nationwide public safety broadband network; Evaluate state and local public safety communications issues and recommend program activities for implementation of FirstNet by applying statewide operations, governance, public safety, telecommunications, and broadband knowledge; Leads a contractor staff to implement and execute formulation, planning and implementation activities ensuring deliverables are completed on time and on budget; Prepare specifications, Request for Proposals (RFP), Task Order Requests for Proposals (TORF), and other documentation as required to solicit invitations for bids for Departmental wireless hardware, software and services; Represents Maryland at FirstNet workshops, conferences and meetings related to public safety. Additional duties will include assisting the Director with the review and management of the IT portion of Disaster Recovery and Business Continuity plans for State agencies. This is a management service position that will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in Computer Science, Information Systems, Electrical Engineering, or a closely related field     

Experience: Five years of experience in the management and oversight of IP based communications system and mobile radio communications system or LTE (broadband) wireless system.  This experience must include two years supervising IT staff and creating and managing large operations budgets.

Notes:

1. Additional graduate level education at an accredited college or university may be substituted at the rate of 15 semester credit hours on a year to year basis for the required general experience.

2. Additional years of experience in the management and oversight of IP based communications systems, mobile radio communications system or LTE (broadband) wireless system can be substituted on a two years of experience for one year of education basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

1.          Project management experience and/or PMP Certification.

2.          Experience with Public Safety Communications Systems.

3.          Experience in developing Disaster Recovery and Business Continuity plans
