POSITION DUTIES

An IT Programmer Analyst Supervisor, will be required to work in the role of an Enterprise Data Warehouse Development Supervisor, and the main purpose of the job will be to lead a team of analysts and developers to deliver new functionality on the analytic data platforms. This position is a managerial level of work in the Bureau of Revenue Estimates, Data Warehouse Unit that will oversee a team of employees with a wide range of technical skills that include Extract, Transform and Load (ETL), Basic Teradata Query Reference (BTEQ), Teradata Parallel Transporter (TPT)Teradata SQL Assistant, SAP Business Objects. In addition to, data analysis and modeling skills (SQL, Erwin). This team is dedicated to developing, maintaining and supporting the Teradata Data Warehouse operations to provide a production-ready infrastructure in order to promote the growing needs of the Comptroller of Maryland's data eco-system. High availability and reliability to our stakeholders is the number one goal of the Data Warehouse Unit and the increase of capacity and velocity of our development teams is a priority. Furthermore, this position will direct and facilitate the growth and success of the Analytics Team in support of enabling the Comptroller of Maryland's strategic business initiatives. This position requires hands on experience in implementing data solutions, defining architecture, troubleshooting issues, collaborating with internal and external technical teams, project management teams and management peers. The candidate must have multi-tasking ability, great communication and collaboration skills. There is a focus on new technologies for managing and delivering insights on Big Data, but, the position must also be able to support other existing traditional ETL and Data Warehouse projects and improve the reliability of the data operations platform.

PLEASE NOTE: All DWU employees are available for on-call support. This position is required to occasionally work an off-hour schedule,weekdays prior to 7:30 a.m. and/or after 5:00 p.m., weekends, and holidays.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

 NOTES:

  1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
  2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.
  3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
  4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • 2+ or more years of experience in delivering business analytic solutions.
  • 2+ years of experience as an analyst / developer, preferably on data platforms.
  • 2+ years of experience of managing people on-site and remote, including proven experience providing effective coaching, feedback, evaluation and development plans.
  • 2+ years proven track record of technical expertise in data warehouse technologies.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with implementing or managing enterprise-scale data warehouse like Teradata.
  • Strong understanding and experience of all components of data warehouse foundation, including ETL/ELT, database, job scheduling and monitoring, source code and build management, database and platform system administration, as well as best practices for design and development.
  • Strong problem solving and conflict resolution skills.
  • Must possess strong technical skills, balanced with a strong understanding of business objectiveness and process.
  • Ability to collaborate cross functionally to understand shared goals and objectives.
  • Ability to set short and long term deployment goals that align with overall Information Management organizational direction.
  • Experience with NoSQL solutions a plus.
  • Engage with vendors to deliver on business needs and proven track record of delivering high quality products and services.
  • Ability to effectively deal with change and multi-task and lead team through changing priorities.
  • Proven ability to build successful work team and manage and retain high performing talent.
  • Able to communicate effectively with all levels of management in a clear and professional manner; verbally, written.
  • Ability to multitask and comfortable working in a large organization across multiple teams.
  • Expertise with Teradata in a large data environment.

LIMITATIONS ON SELECTION

  • Must able to work on-site in the Annapolis office with an occasional travel to branch offices.

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

EXAMINATION PROCESS

Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
