Main Purpose of Job

An IT Programmer Analyst II is the full performance level of work designing, developing, testing, implementing and maintaining applications and programs using generally accepted computer programming languages or other developmental tools.

POSITION DUTIES

The IT Programmer Analyst II in the Office of Research and Evaluation creates ad hoc and regular reports and conducts data analysis for Department of Juvenile Services (DJS) and external customers.  The position performs a pivotal role in the production of DJS’ Data Resource Guide (DRG) and works closely with DJS IT staff to ensure that all reports are accurate and automated.  Other key regular reports include the Department’s Performance Results Report, Managing for Results, VPI census, weekly reports for Budget and Analysis and other management reports. 

The position uses a combination of programming and software packages for data retrieval, manipulation and analysis such as C Sharp, Visual Basic, Java Script, Crystal Report, Access, and Excel. 

The position requires effective oral and written communication skills and good interpersonal skills in dealing with internal and external report customers. 

The ideal candidate will have experience with C Sharp, Visual Basics, and Java Script and/or Seagate Crystal.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.  

Notes:  

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.  

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.  

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education. 

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

At least six months of the above one year required experience must be experience working with C Sharp, Visual Basic and/or Java Script. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess experience working with C Sharp, Visual Basic, Java Script and/or Seagate Crystal.

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified.

Candidates shall be certified to the eligible list for a year. This list will be used by DJS hiring agency to select employees.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
