Main Purpose of Job

This is an advance level administrative position serving as the Chief Nurse of the Office of Health Care Quality (OHCQ). The Chief Nurse provides an instructional role in the OHCQ mission through the education of providers and the OHCQ staff regarding regulatory oversight. The Chief Nurse provides guidance to the surveyors, coordinators, Deputy Directors, Executive Directors, and Attorneys related to interpretation and application of regulations, nursing practice and other clinical standards. This position may be called upon to testify in hearings as an expert witness and may assist in the preparation of other staff for their testimony in court. The Chief Nurse may participate in surveys to observe the survey process, assist surveyors, or to make determinations about regulatory concerns. The Chief nurse may preside over informal dispute resolution conferences requested by the providers. Also, the incumbent will act as a liaison with other agencies and organizations including the licensing boards, commissions, professional organizations, CMS,and Medicaid. This position must satisfactorily complete the Surveyor Mininmum Qualification test as required by the Omnibus Budget reconciliation Act (OBRA) of 1997 and is required for all Long Term Care Surveyors. The incumbent will also be required to complete CMS training Programs.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including four years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes: 1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have knowledge of nursing standards of practice and with State and federal health care provider/program regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
