Main Purpose of Job

This position coordinates training of personnel from the Department of Human Resources (DHR) Central and the Local Departments of Social Services on their individual roles and responsibilities during disasters to directly support emergency operations. The Emergency Response position is designated as an 'Essential Employee', available for duty 24/7 and may be deployed for extended periods to conduct emergency operations throughout the State of Maryland or in other States.

POSITION DUTIES

Coordinates the Office of Emergency Operations (OEO) training program; provides, conducts and coordinates training to all DHR staff (including LDSS staff) as well as ESF #6 stakeholders, including (but not limited to) the areas of: 1. Emergency Preparedness, Shelter Operations, Shelter Management and Disaster Behavioral Mental Health. 2. Drives to, sets-up and dismantles any required equipment for training courses conducted. 3. Reviews and critiques trainings offered by other staff members. 4. Reviews recommended edits, changes and updates to course curricula from other staff members. 5. Maintains attendee training records for both mandatory and voluntary trainings offered by the Office of Emergency Operations. 6. Develops and submits training reports to management as requested. 7. Administers trainings confidently and accurately. 8. Coordinates with the Human Resource Development and Training (HRDT) training unit to facilitate, arrange and disseminate certificates and CEUs, and for coordination of the HUB application. 9. With the Planning Administrator, creates and updates trainings based on current plans. 10. Assists the Maryland Emergency Management Agency (MEMA) with coordinating and conducting appropriate Federal Emergency Management Agency (FEMA) trainings. 11. Works with DHR Communication's Office to coordinate the placement of OEO trainings on the DHR Intranet. 12. Recommends and assists with updates for OEO trainings on the DHR intranet.

Provides support as participant or field leader of Emergency Operations throughout the State as directed in regards to an emergency event. This may include, but is not limited to: 1. Resource deployment (including, but not limited to, loading and unloading of supplies, warehouse/storage container operations, delivery, set-up and tear-down). 2. Shelter Operations. 3. Emergency Service Centers ('ESCs'). 4. Disaster Recovery Centers ('DRCs'). 5. Preliminary Damage Assessment ('PDA') teams. 6. Repatriation teams. 7. DHR Emergency Command Center ('DHR-ECC'). 8. State Emergency Operations Center ('SEOC').

 Attends meetings, seminars, and conferences sponsored by Federal, State, and local emergency management agencies and other partner as assigned; maintains and updates emergency preparedness information and all other OEO information on the DHR Intranet website; tracks training for other DHR staff; completes training designated as mandatory for all DHR employees to maintain National Incident Management System (NIMS) compliance as directed by the OEO Director and/or the Assistant Director; creates, coordinates, implements and executes multi-agency exercises to include Table-Top exercises (TTX), Functional Exercises (FX) and Full Scale Exercises (FSX); becomes HSEEP (Homeland Security Exercise and Evaluation Program) trained; participates in exercises and exercise planning meetings by other agencies, as participant, planner, evaluator or observer; ensures OEO participation in appropriate exercises by coordinating with management to ensure schedules, logistics and other factors are accounted for participation; advertises, promotes outreach, plans and implements the OEO intern program; supervises interns and internal projects; and acts as lead planner, trainer and coordinator for the OEO reunification database (HC Standard).

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience coordinating and implementing training for natural disaster emergencies.

Candidates must meet the selective qualification unless education at an accredited college or university at the rate of 30 semester credit hours is being used for each year of the minimum experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Excellent written and oral communication skills.
2. Ability to work independently, under a variety of emergency conditions.
3. Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.
4. Ability to prioritize and handle multiple projects simultaneously.
5. Experience with researching, analyzing and reporting information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
